The Child Care & Early Learning (CC&EL) Division is focused on helping children and families by increasing access to high-quality child care, promoting early learning, and fostering long-term self-sufficiency for families. CC&EL works closely with other state agencies that also serve young children, through an Early Childhood Interagency Workgroup (ECIW). This position is onsite and based at 1117 Trinity Street, Austin, TX.

Ideal candidates will live in the Austin area or be willing to relocate to the Austin area. TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

You are comfortable facilitating public-facing meetings, both virtually and in person, and you have led strategic planning and project management activities in previous positions.

What

You Will Do

What You Will Do The Child Care and Early Learning Early Childhood Interagency Coordinator (Project Manager IV) performs advanced (senior-level) project management work supporting the ECIW, which is made up of staff from TWC, Texas Education Agency (TEA), and Texas Health and Human Services Commission (HHSC). The Early Childhood Interagency Coordinator (ECIC) is a shared cross-agency position that works for and closely with early childhood leadership at each of these agencies to coordinate operations among them.

Work involves coordinating the planning and initiation of an array of early childhood programs and initiatives identified in strategic plans; monitoring the progress and implementation of programs and initiatives; and communicating regularly with project stakeholders, management, and other relevant parties. This position manages the ECIW and the Texas Early Learning Council (TELC). May direct, assign, and evaluate the work of project staff.

This role will work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

You Will Be Trusted To
  • Develop goals, objectives, strategies, action plans, and metrics to monitor the coordinated efforts across state agencies to support early childhood programming and improve outcomes for families with young children.
  • Convene early childhood staff leaders from all three agencies, through the ECIW, to support and advance early childhood programs. Assist the ECIW in developing project schedules, work plans, and resource needs as well as identify potential implementation risks or difficulties.
  • Coordinate stakeholder engagement, including facilitation of the Texas Early Learning Council and represent the ECIW in meetings, conferences, panels, and committees, as requested.
  • Encourage communication and, when appropriate, facilitate coordination of multi-agency early childhood initiatives and programs among agencies, including data sharing and potential funding opportunities (e.g. grants). Provide ongoing support for the ECIW and the TELC. Provide support for the Quad Agency Child Care Initiative Commission on issues that intersect with ECIW and TELC work.
