The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort.

This position will perform advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.

• Elicitation - Elicits requirements using joint application development (JAD), requirements workshops, interviews, document analysis, storyboards, surveys, site visits, use cases, scenarios, competitive product analysis, and task and workflow analysis.
• Analysis - Uses sophisticated analysis techniques to identify user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
• Requirements Writing - Transforms information from elicitation sessions into business requirements and functional requirements, use cases, user stories, and software requirements specifications documents. Uses standard templates and simple, unambiguous, and concise natural language.
• Visual Output - Visually transforms information from elicitation sessions into process flows, context diagrams, UML diagrams, wire-frames, and mockups.
• Managing Work - Uses initiative and independent judgment to actively participate in the software development lifecycle, including managing deadlines, following change control procedures, tracking requirement status, coordinating UAT, and maintaining requirement traceability.

The working position is Hybrid - On Site and Telework, with the option to work up to 80% - 100% remotely.

• 8 years actual experience required:
  Experience eliciting requirements from interviews with customers and creating well-written system requirements.
• 8 years actual experience required:
  Experience with software development life cycles (SDLCs).
• 8 years actual experience required:
  Business process re-engineering and software process flow improvement experience.
• 8 years actual experience required:
  Experience developing user stories and use cases that conform to business analysis best practices.
• 8 years actual experience required:
  Experience designing mockups and/or wireframes that conform to UX best practices.
• 5 years actual experience required:
  Demonstrated strong communication and facilitation skills.
• 5 years actual experience required:
  Demonstrated strong writing and organization skills.
• 3 years preferred:
  Documented work experience with the issue tracking software Atlassian Jira.
• 3 years preferred:
  Documented work experience with the requirements management software Modern Requirements.
• 2 years preferred:
  Documented experience working for or closely with TEA or another state or local education agency.
• 1 year preferred:
  Experience with K-12 instructional materials and/or instructional material procurement process.
