GENERAL DESCRIPTION:Performs highly complex (senior-level) business analysis work. Work involves coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; the performance of post-implementation support of systems; and support of the systems development life cycle. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES- Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
- Prepare technical reports to include findings, recommendations, and instructions.
- Coordinate and evaluate customer-related requests, business requirements coordination, technical specifications and related artifacts review.
- Prepare business requirements documents through facilitated work sessions across multiple business areas/divisions.
- Identify opportunities for improving business processes through automation and assists in the preparation of proposals to develop new systems.
- Identify potential project risks and difficulties, and design strategies to mitigate or avoid them.
- Review complex project deliverables such as project charters, design documentation, test plans, risk assessment plans, and provides comments and suggestions to document.
- Coordinate with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
- Develop the design and/or review of test cases; processes change requests; and manages a project’s scope, acceptance, installation, and deployment.
- Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
- Serve as a liaison to project stakeholders, providing direction and support to ensure favorable outcomes.
- Develop training curriculum and conduct form training sessions for assigned projects.
- Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
- Perform other duties as assigned.
Education – Graduation from an accredited four-year college or university with a Bachelor’s degree in Project Management, Business Management, IT or Criminal Justice is preferred.
Experience – Minimum of five (5) years’ experience performing IT-related business analysis or project management functions involving multiple, team-based projects utilizing matrixed resources and including all stages of software development life cycles; with strong documentation and technical writing. Experience in supervising/leading a team is preferred.
