The Contract Administration Services unit is located at 1117 Trinity Street, in Austin, Texas.

The Contract Specialist IV performs advanced (senior-level) contract management work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

• Serve as the Contract Manager for a variety of contracts, including Memorandums of Understanding (MOU) and Inter-Agency Agreements (IAC) focusing on External Data Exchange (EDE) Contracts.
• Develop, review or revise new contracts, renewals or amendments.
• Oversee, interpret, and manage assigned contracts.
• Act as the liaison between contractors and program staff.
• Facilitate communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between TWC and contractors.
• Assist in the development of policies and procedures related to contracting activities.
• Perform other duties as assigned.

• Four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
• Relevant academic credits may be applied toward experience qualifications for this position.

• Currently holds a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD).
• Experience in technical writing, procurement processes, and contract development.
• Experience in process facilitation, customer service, and data analysis.
• Strong communication and organization skills with attention to detail.
