Position

Data Analytics Specialist III – Environmental Affairs Division, TxDOT. Responsible for advanced data analysis and research related to environmental and project planning processes for transportation projects, ensuring data quality and supporting strategic planning and performance management activities.

Responsibilities
  • Perform advanced data analysis and data research work, providing results in various formats.
  • Support measures to ensure data quality for environmental strategic planning and performance management activities.
  • Collect, analyze, organize, and standardize data reported for agency environmental performance/programs.
  • Serve as a project leader and may act as a lead worker, providing resources for complex questions, workflow updates, and team support.
  • Develop and recommend strategies to meet agency strategic plan goals for NEPA compliance and ongoing assessments of NEPA delegation performance.
  • Develop, manage, and implement ECOS data use cases for trend analysis, predictive modeling, statistical modeling, artificial intelligence, and dashboard reporting using visualizations.
  • Develop and implement databases, data collection systems, and data analytics for the Environmental Affairs Division.
  • Oversee automation of data collection and data cleansing related to environmental project and program-level data.
  • Identify data gaps, errors, anomalies, inconsistencies, and redundancies through content, structure, and relationship analysis.
  • Perform quality assurance and serve as a subject‑matter expert on data integrity, extraction, and compilation.
  • Assist in the selection of data visualization tools and develop standards, usage guidelines, and procedures for those tools.
  • Identify potential project or program impediments, risks, and issues based on data analytics.
  • Consult with program analysts, staff, and subject‑matter experts to understand business requirements that drive data standards.
  • Analyze data and make recommendations to increase productivity, efficiency, and streamline operations for environmental programs.
  • Perform other job responsibilities as assigned.
Minimum Qualifications

Education: Bachelor’s Degree in any discipline. Relevant work experience may be substituted for degree on a year‑for‑year basis.

Experience: Five years of experience in data analysis, research, compilation, report writing, and design work. Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate level education may be substituted for experience on a year‑for‑year basis.

Preferred Qualifications
  • Extensive experience with Tableau, Microsoft Visio, and Microsoft Project; working knowledge of Python is helpful.
  • Deep understanding of federal, state environmental processes related to transportation project development and associated data.
Competencies
  • Strong analytical and problem‑solving skills, including statistical and predictive modeling.
  • Excellent communication skills—able to convey complex concepts to various audiences.
  • Project management skills: planning, coordinating, and handling multiple projects to meet short‑ and long‑term deadlines.
  • Proficient in facilitating group discussions and guiding teams to consensus.
  • Ability to evaluate and recommend improvements to data integrity and decision‑making processes.
Physical Requirements and Working Conditions
  • Sedentary work: occasional lifting of up to 10 lbs and carrying small tools.
  • Prolonged sitting and use of a computer for data analysis.
  • Frequent typing; repetitive motion of fingers and wrists.
  • Close visual acuity required for reading data and viewing computer screens.
