The Management Analyst II serves as a strategic partner within the Office of Inspector General (OIG), specializing in business process analysis, project management, and continuous improvement initiatives that advance the agency’s mission, vision, values, and core functions. Working collaboratively with Operations staff and OIG’s core divisions, the Management Analyst II performs complex (journey‑level) professional, organizational, consultative, and policy analysis. This role designs, leads, and implements studies to evaluate and improve systems, processes, and procedures.
The position is responsible for developing and delivering briefing documents, reports, dashboards, and presentations to OIG leadership. Effective communication in written and verbal with executive leadership, external partners, and interagency stakeholders is essential. The Management Analyst II will represent OIG on committees, task forces, and interagency work groups, as assigned. As a lead for assigned projects, the Management Analyst II provides direction and subject matter expertise to project teams and may guide or mentor other staff.
The role operates under general supervision with moderate latitude for exercising initiative, independent judgment, and problem‑solving.
- Project & Program Management: Leads and manages projects from planning through implementation, providing direction, subject matter expertise, and guidance to staff while ensuring alignment with organizational priorities.
- Research, Reporting & Communication: Develops and delivers briefing documents, reports, dashboards, and presentations; communicates findings and recommendations effectively—both orally and in writing—to leadership, staff, and external stakeholders.
- Business Process Analysis & Continuous Improvement: Conducts evaluations of systems, processes, and policies to identify opportunities for efficiency, effectiveness, and innovation that support OIG’s mission and core functions.

Collaboration:
Serves as OIG representative on committees, task forces, and interagency work groups, fostering collaboration and building relationships with internal and external partners. - Independent Judgment & Leadership: Works under general supervision with moderate latitude, exercising initiative, problem‑solving, and leadership to advance strategic objectives and support team development.
- Performs other duties as assigned.
- Organizational & Program Knowledge: Knowledge of organizational development and management practices as applied to the analysis, evaluation, design, and implementation of programs, policies, and procedures; methods for process improvement, work simplification, and forms/records design and control. Knowledge of health and human services programs, functions, and systems, including applicable local, state, and federal laws and regulations, is preferred.
- Project & Policy Expertise: Knowledge of project management concepts, tools, and processes. Knowledge of public policy development, analysis, and implementation. Ability to design programs, trainings, and policies to meet organizational objectives.
