Overview

MCS Administrative Budget Program Specialist. Join the Texas Health and Human Services Commission (HHSC) and be part of a team committed to creating a positive impact in the lives of fellow Texans. Role reports to the Director of Resource Management (RM) in the Medicaid and CHIP Services Department (MCS) Strategic Business Operations (SBO) RM unit. This position performs highly advanced (senior-level) consultative services and technical assistance work, providing a broad range of operational support for MCS with initiative and independent judgment.

Responsibilities
  • Coordinate and collaborate with agency and MCS program staff in program planning, development, implementation, analysis, research and documentation of agency programs.
  • Plan and initiate projects at various levels of completion, secure leadership approvals, and monitor progress and schedule.
  • Serve as the main SBO RM area point of contact for reviewing and validating the affordability of agency human resources forms for MCS positions, including position selection requests and reorganizations or reclassifications.
  • Serve as the primary RM area point of contact for CAPPS Financials requisition entry for MCS SBO; provide training and technical assistance to SBO staff; may assist with CAPPS approvals as needed.
  • Serve as the primary RM area point of contact for SBO area payment requests and assist other MCS areas with processing unencumbered payment requests.
  • Review and validate financial information related to purchase requisitions; prepare data for entering purchasing and contract data in CAPPS on behalf of MCS programs.
  • Develop reports and ensure coordinated operation of business processes and systems; prepare MCS financial reports related to budget, purchasing, and contracting activities.
  • Demonstrate commitment to MCS goals; promote efficiencies and accountability; coordinate meetings, conferences, and training events; maintain filing, records management, and procedures.
  • Prepare, edit, route, and distribute correspondence, reports, forms and documents; assist in monthly reconciliation of MCS payroll and vacancy information.
  • May serve as back-up to SBO Staff Services Officer III for MCS HR functions; operate under minimal supervision with initiative and judgment.

  • Attend work on a regular and predictable schedule according to agency leave policy.
  • Review CAPPS Financials requisitions; enter or approve MCS program requisitions; ensure compliance with HHSC purchasing guidelines and laws; process encumbrance releases as needed; provide CAPPS technical assistance.
  • Serve as the primary RM area point of contact for SBO payment requests; assist other MCS areas with unencumbered payment processing; review vouchers for unencumbered purchases and payments; resolve purchasing errors and delays.
  • Track MCS-wide requisitions; prepare reports, analysis, and recommendations for purchasing needs; prepare purchase order adjustments; distribute budget reports for all MCS areas.
  • Analyze RM area operations to identify challenges; design strategies to mitigate risks; coordinate special research projects to interpret data and implement improvements.
  • Assist in reviewing program area functions; collect and analyze data to assess program efficacy; identify opportunities for collaboration and policy alignment.
  • Implement procurement procedures aligned with agency guidelines; assist in budget requests, budget reports, funding requests, and expenditure projections.
  • Coordinate department meetings, provide training on new systems, and guide staff on procedures.
  • Assist in monthly reconciliation of MSS and MCS payroll and vacancy information; serve as backup for HR functions as needed.

    Skills and Abilities

    (KSAs)

    Knowledge of local, state and federal laws and regulations related to program areas; procurement practices and procedures; general accounting practices.

    Skills in human resources administration policies, budgeting techniques, goal setting, prioritization, and project management; ability to work independently within guidelines and timelines; strong data analysis and reporting, and effective written and oral communication; ability to establish and maintain relationships with staff, agencies, providers, stakeholders and elected officials.

    Ability to handle multiple projects, evaluate policies, prepare reports, and coordinate tasks; ability to present information clearly.

    Qualifications
