TEXAS BOARD OF NURSING Position Title

License and Permit Specialist I – Licensing (0171) (B14)

Definition

Performs routine to moderately complex (journey-level) licensing and permitting work, receiving, and reviewing license and permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving licenses and permits. Provides moderately complex technical and administrative assistance to the Department Supervisor.

  • Minimum Qualifications
    • Graduation from a standard senior high school or equivalent.
    • At least two (2) years of experience with personal computer operations and processing software (MS Word, Excel, Teams, Outlook).
    • Two (2) years of experience in customer service, administrative, or technical support work in a regulatory or office setting (experience and education may be substituted for one another).
    • Two (2) years of experience composing business documents with effective use of grammar, and audience‑appropriate content.
    • Ability to maintain the security and integrity of critical infrastructure including communications infrastructure and cybersecurity infrastructure.
  • Preferred Qualifications
    • Graduation from an accredited four‑year college or university with major coursework in a related field.
    • Experience in professional licensing or credentialing.
    • Demonstrated interest in public service or regulatory compliance.
    • Three (3) years of experience working in a business administration office or professional setting.

Functions
  • Licensing
    • Processes standard nurse licensure applications for renewal, endorsement, and/or examination with guidance as needed.
    • May process continuing education audits.
    • May conduct standard‑level review of credential evaluation service (CES) reports.
    • May process Texas Affidavit of Graduations (AOG).
    • Provides general support to team members and assists during vacancies or peak periods or as other needs arise.
    • Serves as a resource to agency staff regarding licensing issues.
    • May serve as licensing troubleshooter.
    • Maintains and supports open communication to promote teamwork in accomplishing department functions.
  • Departmental and Operational Support
    • Maintains filing, record‑keeping, and records management systems.
    • Responds to inquiries and interprets rules, regulations, policies, and procedures.
    • Ensures workflow is maintained to meet performance measures.
    • Compiles and enters data for databases, summaries, or reports.
    • Ensures work requirements are completed within time limits; anticipates delays and notifies supervisor.
    • Responds to a high volume of regulatory requirement messages and emails.
    • Maintains detailed updates to online databases.
    • Completes specific tasks and special assignments as needed.
    • Maintains high attention to detail while working on multiple applications, files, and inquiries.
    • Performs detailed and repetitive assignments in updating files.
    • Understands and clearly interprets policies and procedures regarding the licensing requirements and processes to other staff and the public.
    • Receptively participates in training from experienced staff; may assist in onboarding new team members.
