The State Reporting Accountant V is selected by and reports to the Manager of Federal & State Reporting and performs highly complex (senior-level) accounting work. This position performs highly advanced accounting work in areas of state financial reporting. Work entails preparing and/or overseeing the preparation of monthly, quarterly and annual capital asset reconciliation and reports, researching, interpreting, and applying state and federal rules and regulations to assist in Agency compliance;
develops, implements and monitors internal controls to ensure the integrity of financial reporting and Centralized Accounting and Payroll/Personnel System, Financials (CAPPS Fin) information. This includes monitoring/reconciling accounting information from CAPPS Fin and external sources, reporting findings, recommending corrective actions and adjusting entries. This position performs special projects and other duties as assigned. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
1. Performs ongoing reconciliations, maintaining the weekly and monthly SPA and USAS reconciliations. Performs accurate and timely reconciliations and compiles source data. (40%)
2. Prepares or oversees the preparation of monthly, quarterly and annual state financial reports which includes researching, interpreting and applying pertinent state and federal rules and regulations. (10%)
3. Perform research on and resolve general ledger accounting financial problems and questions as required. (10%)
4. Monitor and reconcile accounting information from CAPPS Fin and external sources to ensure the integrity of the data reported.
5. Serves as liaison or contact person with agency staff, contract staff, state auditors and federal representatives in areas of state reporting (5%)
6. Prepares various reconciliation tickets of capital assets which include accounts, funds, appropriations, etc. to ensure corresponding balances and report findings. (25%)
7. Participate on special projects as required or requested and Other Duties as assigned. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities. (10%)
8. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Knowledge Skills Abilities:
1. Advanced knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) and their applicability to state financial accounting.
2. Knowledge of state and federal laws and regulations relevant to state reporting requirements.
3. Knowledge of the state appropriation process and how it affects the financial and accounting operations of an agency.
4. Knowledge of state and federal policies, state and federal laws pertaining to related funding and governmental accounting systems (USAS, SPA, CAPPS and CAPPS FIN).
5. Skill with Excel and Access Database to implement process improvements.
6. Ability to handle multiple tasks and meet demanding deadlines.
7. Ability to communicate effectively, both orally and in writing.
8. Ability to interpret and apply laws, regulations, policies and procedures.
9. Skill in reconciling accounting records and reports.
10. Skill in use of personal computer, computer software, including spreadsheet, database and word processing applications.
11. Skill in working under limited direction with extensive latitude for the use of initiative and judgment.
12. Skill in establishing and maintaining effective working relationships both internally and external to the agency.
