General DescriptionPerforms highly advanced accounting work and may assign, and/or review the work of others for Self-Directed, Semi-Independent agency. Work involves preparing financial analyses, budgets, and reports; establishing, improving, and maintaining accounting systems, procedures, and controls; and processing, auditing, and reconciling payroll. Work is performed under the general direction of Administrative Services management with extensive latitude for the use of initiative and independent judgment.
Job Duties- Ensures compliance with state laws and regulations pertaining to financial reporting, budget, travel, payroll, and historical document management.
- Develop methods for the control of cash receipts, deposits, and disbursements; the purchase of services, supplies, and equipment; and the documentation of claims for payment.
- Audits and approves payroll vouchers, purchase vouchers, travel vouchers, journal entries, and interagency transfers.
- Monitors and maintains accounting and funding structures using the Centralized Accounting and Payroll/Personnel System (CAPPS) Financials and HR/Payroll, and the Uniform Statewide Accounting System (USAS).
- Reconciles revenues and expenditures monthly and conducts research and records proper adjusting entries prior to the preparation of monthly financial statements.
- Reviews revenues and expenditures for reasonableness and accuracy.
- Prepares and coordinates the planning, development, and submission of the Department’s annual financial reports in accordance with Governmental Accounting Standards Board, Office of the Comptroller of Public Accounts requirements.
- Prepares and coordinates the planning, development, and submission of the Department’s Annual Non-Financial Report in accordance with the Governor’s Office requirements.
- Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
- Assists with reports, including the Quarterly Federal Tax Return, Quarterly FTE report, Quarterly Measures Report, and Semi-Annual Security Verification report.
- Reviews and approves operating and travel vouchers, deposits, and journal entries.
- Reviews and mails all annual 1099s by IRS deadline.
- Assists with internal and external audit inquiries.
- Assists in the preparation of legislative fiscal notes and the Department’s annual operating budget.
- Acts as the Department’s Security Coordinator for all Comptroller applications.
- Monitors and oversees the daily activities of accounting personnel relating to travel, payroll, accounts payable, and accounts receivable.
- Performs other duties as assigned.
Minimum Qualifications Experience and Education Requirements
- Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, or related field is required. Each year of related State of Texas accounting experience may be substituted for education on a year-for-year basis, up to four years.
- Six years of experience in financial administration and fiscal accounting, including experience in State of Texas accounting, budgeting, and/or reporting.
- Knowledge of state laws pertaining to public funds, governmental finance, and the use of electronic accounting equipment.
- Experience using CAPPS Financials and HR/Payroll, USAS, and Uniform Statewide Payroll/Personnel System (USPS).
- Experience in the supervision of personnel.
- Experience in State of Texas property accounting.
- Position requires minimal overnight travel, up to 5%.
- Must possess a vehicle capable of transporting supplies and mail.
