Role Overview
Performs complex accounting work. Work involves preparing financial analysis and reports for housing bond programs; establishing, maintaining, and/or overseeing accounting and internal audit systems, procedures, and controls. May oversee special projects or tasks as assigned by management which may be complex accounting activities in order to ensure timely and accurate reporting. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
Performs other duties as assigned.
Job Responsibilities
- Responsible for the administration and tracking of the Department’s Single Family Revenue Bond program which includes coding and entering accounting transactions, verifying integrity of accounting data, and preparing reports for performance measures.
- Responsible for the administration and tracking of the Department’s Taxable Mortgage Program (TMP) which includes coding and entering accounting transactions, verifying integrity of accounting data, and preparing reports for performance measures.
- Responsible for the monthly verification and reconciliation of bond calls with trustee statements, debt service schedules, and accounting system.
- Responsible for the evaluation and monthly reporting of the Department’s Housing Trust Fund which includes verifying accounting data and preparing reports in coordination with Program staff.
- Assist in processing daily deposits in a timely and accurate manner into respective accounts, which entails establishing and maintaining lines of communication with various department programmatic areas.
- Responsible for the review and preparation of Letter of Instruction for inter-fund transfers, payment of invoices and loan disbursements.
- Responsible for the monthly review and preparation of the mortgage-backed securities activity which includes entering transactions into the accounting system and preparing journal entries for closeout pools.
- Conducts continuous reviews, analysis, and reconciliations of processed financial data for proper accounting and reporting.
- Responsible for verifying and entering Single Family and Multifamily variable rates in the accounting system.
- Responsible for the review of Stale Date Check Report and filing outstanding checks with Texas Unclaimed Property.
- Assist in the Annual Financial report by updating year end bond schedules into the Comptroller System.
- May assist in overseeing special projects as assigned by management.
- Coordinate data and prepare reports for the annual financial audit and Annual Financial Report.
- Performs other duties as assigned.
- Minimum of two (2) years experience in accounting and financial operations.
- Graduation from an accredited senior college or university with major courses in accounting, banking, finance or related field is generally preferred. Education and experience may be substituted for one another.
Skills and Abilities
- Knowledge of Generally Accepted Accounting Principles, Governmental accounting, Department policies and procedures, and laws and regulations pertaining to financial operations, as well as knowledge of revenue bonds, mortgage loans and single family programs and applicable standards, is required.
- Advanced skills in Excel including VLOOKUP, INDEX/MATCH, Pivot Tables, conditional formatting, and other complex formulas.
- Considerable knowledge of automated accounting systems, as well as skill in the use of personal computers.
- Should have the ability to analyze, consolidate and interpret accounting data in a clear and concise manner, as well as the ability to train and oversee others; to perform complex accounting transactions; to understand, interpret, and follow Department policies and procedures; and to interpret and apply complex accounting theory, is required.
- Ability to manage multiple tasks and deadlines.
