Brief

Job Description

Accountant IV reports to the HHSC Accounting Operations Support Management and provides support specific to Centralized Accounting and Payroll / Personnel System (CAPPS). Primary focus includes voucher entry and maintenance, reconciliation between CAPPS and Uniform Statewide Accounting System (USAS), ensuring compliance with state and agency regulations, and providing training and support for HHSC staff.

Responsibilities
  • Review and approve requisitions for state office HHSC at chart field level.
  • Research and resolve system and requisition processing issues to ensure timely and accurate payment processing.
  • Process complex accounts payable vouchers (e.g., ETVs, warrant cancellations, direct deposit reversals, USAS direct entry payments) ensuring proper documentation and authorization.
  • Audit trial balance reconciliation transactions for accuracy and compliance with departmental policies and state/federal statutes.
  • Conduct research and analysis for reconciling CAPPS and USAS, providing recommendations for procedure updates.
  • Perform in‑depth analysis of vendor financial information and invoices, logging and assigning invoices promptly to avoid interest.
  • Coordinate financial activities with managers, staff, and external entities to provide requested information within established time frames.
  • Participate in special projects, completing them within established parameters and maintaining departmental efficiency.
  • Provide backup coverage for team members following a rotational task schedule.

  • Knowledge of State accounting policies and procedures.
  • Knowledge of State financial operations.
  • Current working knowledge of People Soft/HHSAS 8.8 or CAPPS Financials 9.2.
  • Current working knowledge of the Texas Comptroller of Public Accounts System USAS/TINS.
  • Ability to analyze data and information and effectively utilize the results.
  • Effective oral and written communication, working with diverse groups.
  • Skilled in databases and Microsoft Office applications.
  • Ability to make independent judgments and provide creative solutions.
  • Judgment and discretion in applying policies and procedures.
  • Project planning and management skills.
  • Rapid learning of complex concepts and application to business processes.
  • Customer service and help desk process knowledge.
  • Procedure, instruction, and business process writing; training and instruction to others.
  • Strong work ethic and commitment to excellence.
Initial Screening Criteria
  • Graduation from high school or equivalent.
  • Two years of full‑time State or Government accounting experience, or one year with at least 30 college credit hours toward a Business Management/Finance/Accounting degree.
  • Excellent written communication skills demonstrated in the state application.
  • At least two years of experience with automated government accounting systems.
  • Proficiency in MS Office Suite (Word, Excel, Outlook).
