License and Certification Qualifications
Must hold or be eligible for a valid Georgia Educators Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education QualificationsBachelors degree in related field required.
Experience QualificationsFive years of progressively responsible experience in public investment and related financial management fields required. General ledger, payroll, and/or pension experience with People Soft preferred. Previous supervisory experience preferred.
Skills QualificationsHigh degree of skill in organization and problem‑solving; knowledge of governmental accounting, generally accepted accounting principles, cash budgeting/forecasting, and financial operations related to a large public pension program; ability to compose and prepare accurate financial reports, records, and correspondence; ability to use advanced spreadsheet and database software and identify technology solutions; ability to manage people and processes; ability to work independently;
ability to communicate with others in an effective and tactful manner; ability to analyze existing processes and identify areas for improvement; and ability to act as a representative of Gwinnett County Public Schools (GCPS) and to establish professional working relationships with outside customers.
Responsible for the management of the pension fund financial systems in accordance with all legal, regulatory, policy, and generally accepted accounting principles, the coordination of annual financial and compliance audit by independent certified public accounting firm and annual actuarial report by independent actuarial consulting firm, and the management of all financial operations, including People Soft general ledger and custodial bank accounts.
- Manage the program development and implementation of the financial operations of the Gwinnett Retirement System.
- Assist the Director of Retirement Services in identifying, analyzing, planning, and developing programs to meet the departmental financial operational needs.
- Assist the Director of Retirement Services in developing the annual departmental budget and the management of financial operational resources within approved budget guidelines.
- Oversee financial operations of the Gwinnett Retirement System investments.
- Oversee the Gwinnett Retirement System general ledger.
- Monitor and manage cash flows for disbursement of benefits and expenditures.
- Ensure accurate accounting of all receipts and disbursement.
- Maintain, balance, and enter all fiscal year‑end entries and adjustments for the Gwinnett Retirement System.
- Act as the liaison with other departments within the Business and Finance Department.
- Manage Pension Data maintained in People Soft Pension Module.
- Review and maintain participant Pension Data to ensure accurate pension accruals.
- Perform day‑to‑day and periodic pension data administration requirements.
- Manage and monitor implementation of pension Plan rules.
- Act as the liaison with the Technology and Innovation Division and Gwinnett Retirement System staff for the People Soft Pension Module.
- Manage the Gwinnett Retirement System payroll for timely and accurate disbursement of all types of benefit payments, including benefit deductions and reporting.
- Act as the liaison with the Payroll Services and Human Resources Systems Departments.
- Review all receipts and disbursements for accuracy.
- Monitor and report all account balances as required.
- Maintain and review activity of all Gwinnett Retirement System accounts.
- Coordinate annual financial statements, audits, and reporting.
- Prepare annual financial statements.
- Coordinate annual financial and compliance audit by an independent certified public accounting firm.
- Ensure all financial records are completed and organized for audit.
- Coordinate annual actuarial report by independent actuarial consulting firm.
- Ensure all records are completed and organized as needed for the actuary.
- Prepare the Gwinnett Retirement System annual report.
