This CAPS Administrator position is for the Permanency area of the division. Permanency is responsible to work with families that are open for services due to concerns regarding abuse and neglect. Critical decisions are routinely made regarding risk, safety, need for out of home placement, service intervention, and support to achieve safety and permanency for children.

GENERAL DESCRIPTION OF JOB:

The Child and Adult Protection Services (CAPS) Administrator is responsible for managing designated program areas and service delivery for the Child and Adult Protective Division of the Department of Human Services. This job has shared oversight of professional level positions charged with providing child and adult protective services for the residents of Arapahoe County.

DUTIES:
  • Directs and manages specific CAPS programs and supervises and leads professional level staff to ensure business is conducted in a manner that is in accordance with all applicable County, State, and Federal guidelines and regulations.
  • Participates in the development and implementation of comprehensive planning and services to respond to families in need with intent to prevent further abuse and neglect while achieving safety and permanency for children. Aligns work schedules and activities of the staff to meet business needs.
  • Establishes clear, consistent objectives and expectations for staff, evaluates and manages performance, and provides coaching and corrective action when necessary. Collaborates with HR and Legal to ensure employee relations issues are handled legally, timely, and within guidelines and policy. Makes recommendations as to corrective action when necessary.
  • Oversight and management of critical programmatic functions which include but are not limited to, clinical consultation and guidance to assure child safety and well-being are prioritized and drive decision making. Includes the provision of services to children and families, general office management, assuring efficient workflow and customer response, complaint management, data compliance and performance management, emergency management, project management, business analysis, audit and review coordination, financial management, and coordination and participation in multiple elements of the hiring process.
  • Participates as a member of the CAPS Leadership Team in developing services programs, establishing long range goals and objectives, forecasting budgetary and human resources needed to support programs, as well as providing recommendations as to IT needs, process improvement opportunities and programmatic upgrades.
  • Works collaboratively with the CAPS Division Manager to plan administrative, tactical, and strategic direction for the CAPS Division and communicates to staff timely and consistently to ensure effective and efficient operations.
  • Maintains communication and collaboration with community partners and the general public.
