Stellar Solutions is seeking a uniquely qualified and highly experienced Specialist for Spectrum Strategy and Operations to support national security space missions by shaping spectrum policy outcomes while executing day-to-day electromagnetic spectrum operations. In this hybrid (remote / on-site role, you will help orchestrate large-scale, national-level spectrum initiatives while ensuring spectrum access and interference-free operations for mission-critical systems. The work demands both strategic coordination across stakeholders and hands-on spectrum management in a fast-paced environment where mission outcomes depend on timely, compliant spectrum decisions.
This role sits at the intersection of national spectrum policy, operational spectrum management, and mission execution for space-based and joint operations. You will coordinate complex spectrum initiatives with diverse stakeholders while maintaining operational readiness through disciplined planning, compliance, and tool-driven spectrum management. Success requires a blend of program orchestration, deep technical spectrum expertise, strong judgment, and the ability to operate effectively in high-visibility environments.
Key responsibilities include:
Coordinate across federal agencies, commercial stakeholders, and regulatory bodies to align requirements, timelines, and execution plans for spectrum repurposing initiatives
Plan, coordinate, and manage electromagnetic spectrum (EMS) resources to support space-based systems, joint military operations, and national security objectives
Utilize the Global Electromagnetic Spectrum Information System (GEMSIS) to maintain situational awareness of the electromagnetic environment and support operational readiness
Manage the spectrum supportability lifecycle for new and existing systems by processing applications and certifications through the End-to-End Supportability System (E2
ESS)Execute spectrum management actions and workflows using Spectrum XXI (SXXI) to support mission needs and reduce risk of harmful interference
Ensure spectrum-dependent systems and operations comply with national (NTIA), international (ITU), and Department of Defense regulations and policies
Conduct planning, coordination, risk assessment, and data management activities on secure networks to support classified missions and operations
Identify spectrum risks, constraints, and interference concerns early, and drive mitigation planning and coordination to resolution
Communicate clearly with technical and non-technical stakeholders to enable decision-quality outcomes in high-pressure, high-visibility environments
Serve as a liaison for a national spectrum relocation and auction process, coordinating the transition of incumbent federal systems to new frequency bands to enable commercial licensees
Required Qualifications
7-10 years of combined experience in large-scale program management and/or military electromagnetic spectrum management
Current and authorized access to SIPRNET
Demonstrated, hands-on experience with Global Electromagnetic Spectrum Information System (GEMSIS)
Demonstrated, hands-on experience with End-to-End Supportability System (E2
ESS)Demonstrated, hands-on experience with Spectrum XXI (SXXI)
Desired Qualifications
In-depth knowledge of spectrum allocation processes and familiarity with regulatory bodies and proceedings, including FCC and NTIA
Experience with federal acquisitions, budgeting, and program oversight
Ability to operate effectively in a high-pressure, high-visibility environment supporting mission-critical outcomes
Clearance & Additional Requirements
Active Secret security clearance is required
Eligibility for Top Secret/SCI is highly desirable

This position is full-time, Hybrid - Remote / On-site in El Segundo, CA or the Aurora, CO area.
