JOB DESCRITPTION

This is professional services work involving the analysis, implementation, and administration of position actions and position control functions for state departments and agencies. Responsibilities require a high degree of discretion and independence in advising departments and agencies on matters related to position actions, position control, and personal services costs. The position supports the biennial and annual budget processes in reviewing and analyzing agency budget initiatives for proposed position actions and related funding, and in performing administrative functions necessary to implement the position actions in enacted budgets.

Additionally, the position routinely evaluates and administers department and agency requests for position actions outside the budget process, which includes analyzing the proposed means of funding those actions, and may approve or deny requests based on availability of funding. The position also completes special projects and prepares reports on budget related position issues.

RESPONSIBILITIES
  • Reviews and evaluates budget submissions from State departments and agencies relating to the establishment, elimination, reallocation and/or reclassification of positions in order to reflect appropriate and accurate initiatives as part of the budget process.
  • Authorizes and approves all position actions including the review and elimination of human resources transactions requests performed outside the state budget process to ensure the actions taken are financially viable and comply with state budgetary laws, rules and procedures.
  • Performs administrative functions in multiple systems to implement approved position actions.
  • Researches and writes reports, correspondence and studies in order to provide information to the State Budget Officer, Commissioner of Administrative and Financial Services, Governor and members of the Legislature.
  • Answers technical and procedural questions on budgetary matters related to position control in order to provide information to the Executive Department, Legislature, other governmental units, the press and the public.
  • Oversees and coordinates the work of other staff in the Budget Office as it relates to position actions and personal services budget development.
  • Maintains position related files in Budget and Financial Management System and oversees the biennial start up activities in the area of personnel services.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
  • Knowledge of human resources systems and position control.
  • Knowledge of budget and financial systems relating to positions and position funding.
  • Knowledge of time and financial reporting systems such as TAMS and Advantage.
  • Knowledge of human resources and personnel services policies, including payroll and benefits.
  • Knowledge of collective bargaining process and pertinent provisions of contracts.
  • Knowledge of governmental operations, organizations, procedures and practices.
  • Knowledge of state budgets and other state laws impacting positions and Personal Services.
  • Knowledge of position classification systems and job evaluation process.
  • Knowledge of Civil Service laws, rules and procedures.
  • Ability to evaluate facts, reach logical conclusions and make sound recommendations and decisions.
  • Ability to communicate effectively orally and in writing.
  • Ability to prioritize a large workload with differing needs from a variety of departments and agencies.
