PURPOSE OF POSITION

United Way of the CSRA as the HMIS Local Administrator is responsible for the day-to-day administration, oversight, and quality assurance of the local implementation of the Homeless Management Information System (HMIS) for the Augusta-Richmond County Continuum of Care (GA-504). The HMIS Compliance & Data Analyst role serves as the primary local point of contact for HMIS operations and works in close coordination with the State HMIS Lead (Georgia Department of Community Affairs) to ensure compliance with HUD HMIS Data Standards, CoC policies, and federal reporting requirements.

The HMIS Compliance & Data Analyst ensures system integrity, data quality, user support, reporting readiness, privacy and security compliance, and alignment with CoC governance and planning needs.

DUTIES AND RESPONSIBILITIES HMIS System Administration
  • Administer the local configuration of HMIS in coordination with the State HMIS Lead, including project setup, updates, and closures.
  • Manage local workflows, assessments, and project structures in alignment with HUD HMIS Data Standards and CoC policies.
  • Coordinate local testing and implementation of system updates, enhancements, and data standard changes communicated by the HMIS Lead.
  • Maintain accurate agency and project information within HMIS.
User and Agency Management
  • Approve, manage, and deactivate HMIS user accounts and roles for CoC agencies.
  • Monitor completion of required HMIS end-user training and annual privacy/security certifications.
  • Maintain HMIS participation agreements, user agreements, and required agency documentation.
  • Serve as the primary local technical assistance and troubleshooting resource for HMIS users.
Data Quality Assurance & Compliance
  • Conduct routine data quality monitoring to ensure completeness, accuracy, timeliness, and consistency.
  • Develop and oversee corrective action plans for agencies with persistent data quality issues.
  • Provide targeted technical assistance to improve compliance with HUD HMIS Data Standards.
  • Ensure all local HMIS practices align with HUD regulations, CoC policies, and state guidance.
Reporting & Federal Submissions
  • Lead local preparation, validation, and data quality review for all required federal and system-level reports, including:
    • Annual Progress Reports (APR)
    • System Performance Measures (SPM)
    • Longitudinal System Analysis (LSA)
    • Housing Inventory Count (HIC)
    • Point-in-Time (PIT) Count
    • CAPER data support, as applicable
  • Coordinate data cleaning and validation efforts prior to report submission deadlines.
  • Respond to ad hoc data requests from CoC leadership, funders, and partners.
Training, Documentation & Technical Assistance
  • Deliver new user onboarding and ongoing HMIS training for agencies and staff.
  • Develop, maintain, and update HMIS training materials, user guides, and data quality tools.
  • Provide guidance to agencies on proper data entry, reporting, and use of HMIS data for program improvement.
Governance, Planning & Performance Support
  • Support the HMIS Governance Committee and CoC leadership with data, reporting, and technical expertise.
  • Assist with the development, review, and maintenance of HMIS policies and procedures.
  • Provide data and analysis to support CoC planning, funding competitions, monitoring, and system performance evaluation.
Privacy, Security & Risk Management
  • Ensure compliance with HMIS privacy, security, and confidentiality requirements.
  • Support annual HMIS security risk assessments and documentation.
  • Investigate, document, and coordinate response to potential data breaches or security incidents in accordance with policy and guidance from the HMIS Lead.
Coordination with HMIS Lead
  • Serve as the central liaison between the local CoC and the State HMIS Lead (DCA).
  • Communicate HUD guidance, system changes, and compliance expectations to local agencies.
  • Provide local feedback and recommendations to the HMIS Lead regarding system functionality and community needs.
Scope Clarification

The HMIS Compliance & Data Analyst operates in coordination with the State HMIS Lead (DCA), but does not assume responsibilities related to statewide vendor management, system ownership, or state-level policy enforcement.

Minimum Qualifications
  • Bachelor’s degree in information systems, public administration, social sciences, data analytics, or a related field, or equivalent experience.
  • Minimum of two (2) years of experience working with HMIS or a comparable human services data system.
  • Demonstrated knowledge of HUD HMIS Data Standards and federal reporting requirements.
  • Experience providing training and technical assistance to multiple agencies.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage confidential and sensitive information.
Preferred Qualifications
  • Experience serving as a HMIS participating agency staff.
  • Familiarity with Client Track or similar HMIS platforms.
  • Experience supporting PIT, HIC, LSA, and SPM submissions.
  • Experience developing dashboards or data visualizations.
