JOB SUMMARY
Under general administrative direction, provides management oversight for all phases of the construction project, including coordinating workers, material, and equipment, ensuring that specifications are being followed, and work is proceeding on schedule and within budget.
MAJOR TASKS AND RESPONSIBILITIES
Develops a cost-effective plan and schedule for completion of projects following a logical pattern for utilization of resources Exercises oversight over construction projects including RFP's, bid specifications, bid processes and awards, insurance requirements, change orders, contract administration and amendments. Negotiates with contractors to ensure highest quality at effective prices. Assists in specific project construction budget development to include construction schedules, pay schedules and change orders.
Analyzes market conditions to determine present and future construction material availability and prepares market analysis reports as requested. Selects and coordinates the work of external consultants, such as engineers, general contractors, trade contractors and designers, assigned to construction projects. Manages the performance of external consultants. Procures and administers contracts, scheduling, and payment for work of all subcontractors and consultants. Oversees performance of all trade contractors and reviews architectural and engineering drawings to verify conformance to specifications and regulations.
Responsible for administration of construction contracts and for obtaining all necessary permits and licenses. Directs procedures and systems necessary to maintain proper records and to ensure controls in relation to all Tribal construction. Reviews purchase order claims, pay applications, reimbursable expenses and contracts for conformance to policy. Utilize construction project support staff; plan and organize workloads and staff assignments; assist with hiring, training, supervision of assigned staff in conjunction with Director
- Development Services (DDS); reviews progress and directs changes as needed to meet Tribal goals. Determines overall work procedures and work schedules, and expedites workflow to ensure that deadlines are met; studies and standardizes procedures to improve efficiency, effectiveness of operations and use of resources. Issues written and oral instructions; assigns duties and evaluates work for conformance with applicable laws, policies and procedures.
Monitors labor and material costs for accuracy through the job costing system. Completes job close-out procedures. Because of the Tribe's commitment to community service, each employee may be expected to perform a wide range of office and field duties as may be required from time to time. Such duties may or may not be related to their regular responsibilities.
EDUCATION - EXPERIENCE AND TRAINING FOR POSITION
Required:
Graduation from an accredited four-year college or university with a degree in civil engineering, construction management, business, or a closely related field, and seven (7) years of progressively responsible construction project management experience that includes management of commercial construction projects with budgets that exceed $5 million. Ability to do conceptual estimating based on schematic design and project estimates based on construction documents.
Master's Degree may substitute for two years of construction experience.
Preferred:
Certified Project Manager (CPM) certification, Certified Construction Manager (CCM) certification, OSHA training, experience with Department of Housing and Urban Development (HUD) and/or Bureau of Indian Affairs (BIA)-funded projects.
