Position Summary

The Director of Data is responsible for developing and leading a proactive enterprise data management strategy that advances operational excellence, financial sustainability, compliance and health equity. This role builds and governs a scalable informatics structure to ensure data is accurate, secure, interoperable, and actionable. The Director leads data governance, enterprise analytics, and health information management functions, enabling data informed decisions that improve patient and community outcomes.

Responsibilities
  • Create a unified data strategy that aligns data governance, and analytics with organizational goals.
  • Design and implement a comprehensive data governance framework addressing data quality, security, ownership, accessibility, compliance and standardization.
  • Establish metrics and data standards, policies, and procedures to ensure data integrity, privacy, and security across the organization.
  • Oversee, build, and standardize datasets to align with clinical, financial, administrative, and operational needs.
  • Lead efforts to identify, monitor, and resolve data quality/integrity issues.
  • Implement tools and processes for data validation, normalization, and standardization.
  • Integrate governance technologies with existing systems like EHRs, CRMs, and data warehouses.
  • Manage the collection, storage, retrieval, and security of patient health information ensuring compliance with TEFCA/CURES/HIPAA regulations.
  • Monitor the performance of governance tools and processes.
  • Ensure compliance with healthcare regulations and promote ethical data use.
  • Oversee audits, data‑sharing agreements, and compliance monitoring.
  • Stay informed about industry trends, emerging regulations, and advancements in data governance practices.
  • Lead the development and implementation of advanced analytics solutions.
  • Collaborate with departments and leaders to understand data gaps and needs and propose solutions.
  • Drive data‑driven decision‑making by providing actionable insights.
  • Use data analytics to identify and stratify health trends, patterns, and disparities across patient populations and translate data into actionable insights.
  • Utilize data to inform strategic decisions and improve patient outcomes.
  • Oversee compliance with mandated data reporting, including GPRA, HEDIS, OSHPD (HCAI), and other state, federal, and managed care requirements.
  • In coordination with the Director of Technology & Information Security, ensure accurate system configuration to capture required data elements.
  • In coordination with the Learning and Development team and the Director of Technology and Security, ensure ongoing electronic record application training, focused on data literacy and stewardship.
  • Oversee ethical AI integration in alignment with organizational policy and strategy including algorithm transparency and bias mitigation.
  • Stay abreast of emerging data sources including patient‑generated data, wearables, RPM, and consumer app integrations.
  • Directs and oversees the Quality and Performance Improvement (QAPI) Program in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards.
  • Monitors the effectiveness of information systems and data management processes supporting the measurement, provision and assessment of clinical quality.
  • Ensures systems are in place to capture and use data to provide meaningful measurements of patient care and patient experience for clinical operations.
  • Oversees the annual GPRA, HEDIS, and PCMH data collection process, ensuring that all opportunities to increase key performance rates have been explored and acted upon.
  • Ensures a system that supports evidence‑based clinical and safety‑related decision making at the point of care.
  • Advise clinical and administrative leadership on important quality initiatives, state and regulatory requirements, and best practices related to quality and patient safety, and prepares appropriate reports for the BOD.
