Job Summary
This position is responsible for managing the operations of the Engineering Division and civil, transportation and drainage infrastructure projects. This position reports to the Engineering Services Director/City Engineer.
Essential Job Functions- Develops, oversees, and manages capital improvement projects, including roadway and intersection improvements, drainage improvements, sidewalks and bicycle facilities, and other public transportation capital improvements within the Engineering Services Department.
- Provides project management for City capital projects including roadway and intersection improvements, drainage improvements, sidewalks, and bicycle facilities improvements.
- Performs plan reviews.
- Perform bridge inspections.
- Supervises the day-to-day activities of the Engineering Division.
- Exercises direct supervision over assigned personnel.
- Performs other related job duties as assigned.

Education and Experience:
Bachelor’s degree in civil engineering or equivalent and three (3) to five (5) years’ experience; or an equivalent combination of education and experience.
Special Qualifications
- Certification as a Professional Engineer in the State of Alabama.
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.
- Knowledge of civil engineering principles, practices, techniques, and design.
- Knowledge of construction methods, materials, and equipment.
- Knowledge of ALDOT standards, specifications, and guidelines.
- Knowledge of the principles and practices of land surveying, easements, and public rights-of-way.
- Knowledge of supervisory principles and practices.
- Knowledge of Federal Emergency Management Agency operating procedures and reimbursement procedures.
- Knowledge of Americans with Disabilities Act design guidelines.
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Skill in the training and supervision of personnel.
- Skill in the operation of computers and job-related software programs.
- Skill in performing mathematical calculations.
- Skill in decision-making and problem-solving.
- Skill in effective communication, both orally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others and work effectively with the public and co-workers.

The work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Work is typically performed while intermittently sitting, standing, stooping, crouching, or walking. The employee uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
WORK ENVIRONMENTThe work is typically performed in various indoor and outdoor environments, occasionally in cold, hot, or inclement weather. The employee may be exposed to noise, dust, dirt, and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.
