Superintendent of Wastewater

The City of Attleboro seeks a Superintendent of Wastewater who will, under the policy direction of the Mayor, perform complex and responsible duties requiring the exercise of independent judgment in the operation and maintenance of the equipment and facilities for the City’s wastewater treatment, including directing subordinates and long‑range planning for the operation and maintenance of the municipal water pollution control facility and collection system.
Duties include supervising the operation and maintenance of the wastewater treatment facility and the sanitary sewer system; overseeing necessary preventative maintenance on process machinery such as lubricating bearings, changing filters, adjusting belts, and rotating machinery; supervising repairs as needed; inspecting and supervising the maintenance of grounds and facilities in connection with plant operation; maintaining buildings, roads, irrigation areas and sludge beds;
responsibility for ensuring the city’s compliance with state and federal regulations concerning water pollution controls; also responsible for the operation of the City’s lift stations; developing long range planning for wastewater to maintain a clean and environmentally safe effluent at the water pollution control facility; preparing the department’s budget, managing capital projects; estimating the cost of new services; purchasing supplies and equipment;
preparing bid specifications; overseeing payroll, billing, accounts payable and personnel records within the department. Performs related work as required.
A Bachelor’s degree in chemistry, biology, civil engineering or related field and 10 years of progressively more responsible experience in municipal wastewater operations is required, including at least three years in a supervisory capacity; or any equivalent combination of education and experience. Requires a thorough knowledge of the principles and operating procedures of the City’s wastewater treatment plant and sanitary sewer system.
Working knowledge of the materials, methods, and techniques of wastewater treatment. Knowledge of state and federal laws pertaining to pollution control regulations. Ability to plan, assign and supervise the work of employees performing various functions related to water projects. Ability to communicate effectively both orally and in writing. Ability to maintain good public relations. Familiarity with grant writing process. Massachusetts Certification as a Wastewater Treatment Plant Operator Grade VII, New England Water Pollution Control Association Wastewater Collection System, Grade 4, and a motor vehicle operator’s license are required.
