. The Georgia Department of Human Services (DHS), Division of Family & Children Services (DFCS) is seeking candidates for the position of Program Director, Child Welfare Services
. This position is located in Savannah, Chatham County, Georgia.

Job Overview The department manages the administration of policies and programs designed to protect and support children and families. It ensures mandated services with a priority on child safety and service provision. The position directs subordinate managers and staff.

Responsibilities
  • Analyzes and assesses the effectiveness of existing programs to ensure the identified outcome measures are achieved.
  • Ensures agency compliance with policies, documentation, and reporting requirements.
  • Builds and encourages a cooperative, team-oriented environment within units and with other agencies and providers.
  • Creates and maintains positive working relationships within the community and with the county DFCS Board.
  • Develops and administers budgets.
  • Facilitates communication within the unit(s)/agency on case-level and policy/procedure levels.
  • Interviews, hires, directs, trains, evaluates performance, and, when necessary, disciplines and discharges staff.
  • Leads and administers a comprehensive system of public assistance, employability, and social services.
  • Manages human resources and directs administrative activities for groups of social services employees.
  • Plans, administers, and maintains the operation of social services programs.
  • Reviews new and current programs to determine efficiency, effectiveness, and compliance with state, local, and federal regulations.

Roles & Responsibilities
  • Serves as a member of the agency management team.
  • Establishes goals, objectives, policies and procedures aligned with the agency’s mission.
  • Analyzes and evaluates the effectiveness of existing programs to ensure outcome measures are achieved.
  • Evaluates new and current programs for efficiency, effectiveness, and regulatory compliance.
  • Ensures efficient and timely delivery of services.
  • Directs professional staff in developing skills, delivering quality services, and documenting efforts.
  • Promotes awareness of programs within the community.
  • Performs other professional responsibilities as assigned by County Director.
Core Competencies
  • Ability to work effectively at multiple levels of the organization and with multiple teams.
  • Excellent oral, written, presentation, and interpersonal communication skills.
  • Bachelor’s degree in a related field from an accredited college or university and two (2) years of experience managing subordinate supervisors in a human service delivery program.
Educational and Experience Requirements
  • Option A:
    Bachelor’s degree in a related field with two (2) years of experience managing subordinate supervisors in a human service delivery program.
  • Option B:
    Bachelor’s degree in a related field with two (2) years of experience at the lower level (CWS Administrator) or position equivalent.
Related Qualifications/Experience

Related qualifications include social work and behavioral science degrees, such as social science, psychology, sociology, child development, family studies, criminal justice, education, public health, and public administration. Related experience includes providing services in a social services environment.
