Under broad supervision, the successful candidate will supervise, guide, and instruct the day‑to‑day operations of in‑house application development staff. They will manage a team of 8–10 software engineers responsible for developing new applications and providing modifications for existing applications. The role ensures services and efficiency goals are met and serves as a subject‑matter expert.

• Lead and manage a team of IT consultants/staff by providing guidance, support, and training as needed.
• Monitor and analyze the performance of the IT team, ensuring that all coding practices and end products meet standards.
• Develop and implement best practices to ensure IT enterprise applications are supportable and maintainable.
• Work with architects to ensure software design is properly implemented.
• Evaluate and recommend software solutions to improve the quality of GDOT's IT enterprise applications.
• Work with project managers on the management and implementation of development during the entire project life cycle.
• Coordinate and troubleshoot technical issues and guide the IT team in resolving complex technical problems.
• Interview candidates and hire qualified individuals to fill open roles within the department.
• Generate daily, weekly, and monthly reports requested by both internal and external clients and GDOT IT Management.
• Develop and mentor staff to a high level of competency.
• Handle issues of a highly technical nature.
• Monitor staff performance and schedule adherence to improve efficiencies, identify training opportunities, and ensure proper coverage.
• Remain current on internal procedures and external client requirements.

• Bachelor's degree in Computer Science, Information Technology, or a related field.
• Technical certifications preferred.
• Five (5+) years of experience in an IT management role, IT technical lead role, or project management role.

• 5+ years of experience supervising or leading a support team.
• Experience with custom applications or customization of Commercial‑off‑the‑shelf (COTS) products.
• Developed applications in .NET technologies with Kendo UI/Telerik, C#.net, Web API, REST API, JSON, SQL Server, Oracle, XML, HTML5, Angular JS.
• Experience with Service Now ITSM.
• Experience with products management tools such as MS Visual Studio Team (TFS) server using Agile (SCRUM).
• Ability to resolve issues and exhibit strong initiative.
• Excellent planning, training, and follow‑up skills and analytical abilities.
• Strong problem‑solving and analytical abilities.
• Strong project management and leadership skills.

• 8‑hour workdays on a fixed schedule (i.e. not a flex schedule), starting no earlier than 7:00 AM Eastern Time, no later than 9:00 AM Eastern Time, Monday‑Friday, 40 hours per week.
• When teleworking or working remotely, the consultant must have a suitable internet connection and environment to comply with GDOT telework policies.
• Client will reimburse authorized travel expenses for lodging and meals. Client will reimburse authorized travel use of a personal vehicle.
• Any travel expenses to start work or relocate to Georgia will not be reimbursed. All travel expense reimbursement shall be in accordance with the client Accounting Office Travel Policy.
• Consultant must have a cell phone which can be used for business calls.
