Under broad supervision, the successful candidate will supervise, guide, and instruct day-to-day operations of in‑house application development staff, ensuring applications operate effectively and efficiently. They will manage a team of 8-10 software engineers, develop and modify applications, and serve as a high‑level subject matter expert.

• Lead and manage a team of IT consultants/staff by providing guidance, support, and training.
• Monitor and analyze performance of the IT team, ensuring coding practices and end products meet standards.
• Develop and implement best practices to ensure enterprise applications are supportable and maintainable.
• Work with architects to ensure software design is properly implemented.
• Evaluate and recommend software solutions to improve GDOT’s IT enterprise applications.
• Collaborate with project managers on management and implementation of development during the entire project life cycle.
• Coordinate and troubleshoot technical issues and guide the team in resolving complex problems.
• Interview candidates and hire qualified individuals to fill open roles within the department.
• Generate daily, weekly, and monthly reports requested by internal and external clients and GDOT IT Management.
• Develop and mentor staff to a high level of competency.
• Handle issues of a highly technical nature.
• Monitor staff performance and schedule adherence to improve efficiencies, identify training opportunities, and ensure proper coverage.
• Remain current on internal procedures and external client requirements.

• Bachelor’s degree in Computer Science, Information Technology, or a related field.
• Technical certifications preferred.
• Five (5+) years of experience in an IT management role, IT technical lead role, or Project management role.

• 5+ years of experience supervising or leading a support team.
• Experience in custom applications or customization in Commercial-off-the-shelf (COTS) products.
• Developed applications in .NET technologies with Kendo UI Telerik, C#.NET, Web API, REST API, JSON, SQL Server, Oracle, XML, HTML5, Angular
  
  JS.
• Experience with Service Now ITSM.
• Experience with products management tools such as MS Visual Studio Team (TFS) server using Agile (SCRUM).
• Ability to resolve issues and exhibit strong initiative.
• Excellent planning, training, and follow‑up skills and analytical abilities.
• Strong problem‑solving and analytical abilities.
• Strong project management and leadership skills.

• 8‑hour workdays on a fixed schedule (not flex), Monday‑Friday, 40 hours per week, starting no earlier than 7:00 AM Eastern Time and no later than 9:00 AM Eastern Time.
• Hybrid work schedule preferred; local candidates who can work in office are preferred.
• Consultant must follow State of Georgia and GDOT policies, procedures, standards, guidelines, and best practices.
• Contract end date set for end of GDOT Fiscal Year; renewal possible in one‑year increments.
• When teleworking, consultant must have suitable internet connection and environment per GDOT telework policies.
• GDOT reimburses authorized travel expense lodging and meals; personal vehicle use reimbursed. Travel expenses to start work or relocate to Georgia not reimbursed.
• 13 holidays observed; no work or makeup time without management approval.
• Cell phone required for business calls.
• Consultant responsible for routine commuting expenses; GDOT does not provide parking.
