The Payroll Manager is responsible for managing and executing all aspects of the payroll function ensuring timely, accurate, and compliant payroll processing. This role oversees payroll administration, tax compliance, and system integrations between Workday and ADP Smart Compliance. The Payroll Manager serves as the primary point of contact for payroll audits, reconciliations, and continuous process improvement, while providing leadership and guidance to a Payroll Specialist.

* ** Responsibilities:
**** Payroll Operations
*** Manage end-to-end semi-monthly and off-cycle payroll processing for hourly and salaried employees using Workday Payroll.
* Review and approve all payroll inputs (terminations, transfers, compensation changes and deductions)
* Oversee accuracy of timekeeping data, ensuring compliance with FLSA and state wage/hour laws.
* Partner with HR, Finance and Accounting to ensure payroll journal entries, GL reporting, and funding align with corporate timelines.
** Payroll Tax & Compliance
*** Oversee federal, state, and local tax filings, amendments, and reconciliations through ADP Smart Compliance.
* Ensure compliance with multi-state payroll regulations, garnishments, and tax jurisdiction setups.
* Stay current on payroll legislation and regulatory changes; implement required updates in Workday and ADP systems.
* Support year-end tax processes, including W-2, 941, and 940 reconciliations.
** System Administration
*** Serve as Payroll functional lead for Workday Payroll configuration, testing, and release management.
* Manage integrations and data flow between Workday and ADP Smart Compliance, escalating and resolving issues as needed.
* Maintain confidentiality and data security standards for all payroll-related information.
* Collaborate with HRIS and Finance to enhance automation, accuracy, and reporting.
** Audits & Reporting
*** Prepare and reconcile payroll reports, audit trails, and work with Accounting and ADP on funding files.
* Partner with internal and external auditors to support quarterly and annual reviews/audits.
* Maintain and improve internal controls, ensuring data integrity and audit readiness.
** Team Leadership & Collaboration
*** Supervise, train, and develop the Payroll Specialist, ensuring accurate processing and professional growth.
* Partner closely with HR, Benefits, and Finance/Accounting leaders to improve employee experience and operational efficiency.
* Serve as subject matter expert and escalation point for payroll-related questions or discrepancies.

* Minimum Qualifications:
*** 5+ years of payroll processing experience, with at least 3 years in management or lead role.
* Strong working knowledge of Workday Payroll and ADP Smart Compliance.
* Experience managing multi-state payroll and complex tax compliance.
* Strong analytical and reconciliation skills; proficiency in Excel and payroll reporting.
* In-depth knowledge of payroll processes, labor laws, taxation and statutory compliance.
* Experience in handling payroll audits, and tax compliance related issues.
* Proficiency in Microsoft Office applications, particularly Excel.

* Preferred Qualifications:
*** Bachelor’s degree in accounting, finance, human resources or a related field.
* Relevant professional certification in payroll management, such as Certified Payroll Professional (CPP).
* Experience supporting Workday integrations or implementation projects.
* Familiarity with 401(k) funding, fringe benefits taxation, and payroll accounting principles
* Ability to adapt to changing payroll regulations and implement necessary updates.
