This position will be assigned to the office closest to the incumbent's home address with extensive travel expected throughout the state of Georgia.

Under the broad supervision of the Business Operations Section Manager, serves as Supervisor and training resource for the Regional Coordinators who provide technical assistance to Area Agencies on Aging (AAAs) on Area Plan development and implementation, which serves as the basis for the DHS contract with the AAAs; serves as primary liaison with AAAs on budgeting, contract amendments, area plan revisions;
familiar with AAA Administration, contractual terms and program objectives to analyze internal processes and policies used to guide AAAs to ensure compliance with programmatic and financial requirements; monitors performance and leads review of any waiver requests. Consults with and facilitates communications, collaboration and coordination between the DAS and the AAAs. In coordination with the Contract Administration Supervisor, provides fiscal policy and training for the AAAs.
Supervises 3 Regional Coordinators.
- Team Lead: serves as Team Lead for three Regional Coordinators; plans and coordinates activities and collaborates with DAS staff to write and update administrative policy and procedures including, but not limited to, the DAS Taxonomy and Area Plan processes.
- AAA Area Plan: develops Area Plan instructions to the AAAs annually to assure compliance with Older Americans Act criteria; provides technical assistance to AAAs on Area Plan development; monitors Area Plan document from initial approval through the life of the contract; coordinates DAS Program Review and drafts communications with the AAAs for the Division Director.
- AAA Monitoring: coordinates DAS review and response to AAA waiver requests; coordinates DAS communication/implementation of AAA sanctions; monitors implementation of corrective action plans by the AAA; reviews Area Plan documents and DAS Data System (DDS) data and monitors programmatic and fiscal reports for compliance, and to identify potential issues, on a monthly basis.
- Technical Assistance: provides technical assistance to AAAs and other contractors on at least a quarterly basis; includes identification of issues and/or best practices; provides technical assistance and/or training to DAS staff on Area Plan and AAA administration of programs; coordinates technical assistance with DAS Program, Business Operations and/or Program Integrity staff as needed; develops and/or revises policy and procedures for the DAS Administrative Manual as needed or directed.
- Primary Liaison with AAAs: negotiates with AAAs during the proposal development process to establish appropriate annual levels of budgeting, programmatic performance and service delivery as reflected by Area Plan documents and DDS data; coordinates throughout the area plan cycle all budget revisions, contract amendments, and necessary area plan revisions; maintains working relationships with DAS programmatic staff and fiscal/administration staff to facilitate and expedite contract issue resolution.
- Participates in DAS work groups and meetings: regularly attends meetings related to DDS, section meetings, all staff meetings, etc., and contributes to process improvements; schedules and facilitates other DAS meetings with the AAAs.
- Excellent customer service skills.
- Ability to work in a fast-paced environment while effectively and accurately managing multiple projects under tight deadlines.
- Ability to work independently with limited direction.
Willing to research, learn and apply the components of the Older Americans Act, DHS policies and the DAS Data System (Area Plan, AAA Reimbursements, data entry, reports, etc.). May require site visits to AAAs and providers/contractors around the state.
