Role Description
Financial Officer (CFO) is a senior executive responsible for providing strategic leadership and oversight of all financial operations of the institution, with specialized expertise in Financial Aid administration and Title IV Federal Student Aid compliance. The CFO ensures fiscal integrity, regulatory compliance, financial sustainability, and transparent stewardship of institutional resources in alignment with the mission and accreditation standards of the institution.
This role is critical in maintaining compliance with U.S. Department of Education regulations, managing Title IV funding programs, and supporting students through ethical and compliant financial aid practices.
Key Responsibilities
• Financial Strategy & Leadership
- Develop and implement short‑ and long‑term financial strategies that support institutional growth and sustainability.
- Serve as a strategic advisor to the President and Board of Directors on all financial matters.
- Prepare and present financial reports, projections, and analyses to executive leadership and the Board.
- Lead institutional budgeting, forecasting, and cash‑flow management.
• Financial Aid & Title IV Oversight
- Provide executive oversight of all Financial Aid operations, including Title IV Federal Student Aid programs (Pell Grants, Direct Loans, FSEOG, FWS where applicable).
- Ensure institutional compliance with all U.S. Department of Education regulations, including Title IV eligibility requirements, return of Title IV (R2T4) calculations, Satisfactory Academic Progress (SAP) standards, Program Participation Agreement (PPA) compliance, Cohort Default Rate (CDR) monitoring, gainful employment and financial responsibility requirements.
- Oversee policies and procedures related to financial aid administration and ensure proper documentation and audit readiness.
- Collaborate with the Financial Aid Director/Staff to ensure accurate packaging, disbursement, reconciliation, and reporting of funds.
• Regulatory Compliance & Risk Management
- Maintain compliance with federal, state, and accrediting agency financial standards.
- Oversee institutional financial audits, including Single Audits (if applicable) and Department of Education program reviews.
- Ensure adherence to GAAP standards and nonprofit accounting principles.
- Implement internal controls to prevent fraud, waste, and abuse.
- Manage financial responsibility composite score and institutional financial health indicators.
• Accounting & Financial Operations
- Oversee accounting operations including general ledger, payroll, accounts payable/receivable, and grant accounting.
- Ensure timely and accurate financial reporting.
- Supervise preparation of annual financial statements and tax filings (e.g., Form 990 for nonprofits).
- Manage relationships with banks, auditors, and external financial partners.
• Budgeting & Resource Allocation
- Lead annual operating and capital budget development.
- Monitor budget performance and implement corrective actions when necessary.
- Align financial planning with enrollment projections and institutional strategic goals.
• Grants, Funding, and Revenue Management
- Oversee institutional grants management and restricted fund accounting.
- Support development initiatives and donor‑funded programs with accurate financial tracking.
- Ensure proper financial reporting for all public and private funding sources.
• Team Leadership
- Supervise finance, accounting, and financial aid personnel.
- Promote professional development and compliance training for staff.
- Foster a culture of transparency, accountability, and excellence.
