General Description and Classification Standards

Compliance Specialist I position within the Department of Finance – Office of Revenue & Collections. The role is responsible for ensuring that divisional practices comply with city codes, SOPs, and applicable regulations, while analyzing financial data to uncover discrepancies and support revenue optimization. The ideal candidate will be proactive, detail‑oriented, and capable of managing both regulatory and financial compliance functions to promote a culture of accountability and continuous improvement.

Supervision Received

This classification is distinguished from the Revenue Auditor by its primary focus on compliance monitoring, administrative review, and audit support rather than conducting full audits. Work is performed under the general supervision of a higher‑level administrator.

Essential Duties and Responsibilities
  • Conduct operational reviews to ensure compliance with city policies, SOPs, and regulatory standards.
  • Monitor and interpret updates to local, state, and federal regulations that impact revenue operations.
  • Maintain and regularly update compliance documentation, including SOP manuals and policy references.
  • Lead or support training sessions and briefings to promote awareness of compliance requirements.
  • Research and recommend enhancements to procedures based on industry best practices and regulatory trends.
  • Conduct in‑depth analysis of revenue data to identify anomalies, gaps, or potential revenue leakage.
  • Partner with internal departments to validate financial collections and ensure accurate reporting.
  • Design and maintain dashboards and reports to monitor compliance and performance metrics.
  • Contribute to initiatives aimed at discovering and capturing untapped or underutilized revenue streams.
  • Manage the timely and accurate submission of SAVE and E‑Verify data to the Department of Law.
  • May perform other duties as assigned.

Knowledge,

Skills and Abilities
  • Minimum of 2–3 years knowledge of regulatory compliance, policy enforcement, revenue analysis, or financial data review.
  • Ability to communicate clearly while documenting and explaining complex policies.
  • Technical knowledge and understanding of taxation principles, auditing practices, and compliance monitoring.
  • Ability to interpret and apply tax laws, regulations, and administrative policies accurately.
  • Proficient in collecting, analyzing, and interpreting financial and operational data.
  • Ability to prepare clear, accurate, and comprehensive reports, summaries, and correspondence.
  • Attention to detail – strong focus on accuracy with a proactive approach to identifying and resolving compliance issues.
  • Strong technology proficiency with advanced skills in data visualization tools (e.g., Power BI, Tableau) and compliance reporting systems.
  • Excellent analytical, communication, and problem‑solving abilities.
  • Familiarity with municipal government operations, regulatory frameworks, and federal compliance programs (e.g., SAVE, E‑Verify preferred).
Minimum Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field OR equivalent professional experience.
  • Knowledge of taxation principles, compliance practices, and auditing procedures.
  • Strong analytical, organizational, and communication skills.
  • Proficiency in office software and database systems.
Preferred Requirements
  • Ability to interpret and apply laws, regulations, and policies related to taxation.
  • Experience in government revenue, auditing, or tax compliance preferred.
