• Oversee preparation of independent cost estimates for submitted change order proposals. Provide cost support during Value Engineering Studies and design charrettes.
• Create complex cost models for cost estimating elements. Prepare claims analysis and estimates.
• Perform parametric order‑of‑magnitude estimating by establishing a project’s probable cost before any graphical representation of a facility has been developed.
• Analyze specifications, sketches, drawings, bills of material or sample layouts and estimate costs for labor, material and equipment using pricing schedules and historical data.
• Develop duration estimates of specific construction activities based on assumed construction approach and appropriate production rates.
• Oversee and provide quality control/assurance for quantity takeoffs and cost estimates on complex projects and check for mathematical and technical accuracy. Consult with clients, vendors, and other departments to discuss and formulate quantity take‑offs and cost estimates and resolve issues.
• Work closely with the project supervisor to ensure the project estimate meets all financial and regulatory guidelines. Prepare bid estimates for use in reviewing construction contractor bids.
• Provide support and may lead price negotiations. Perform related cost estimating and budgeting functions.
• Set up cost monitoring and reporting systems and procedures. Create cost models for cost estimating elements. Prepare cost reports and present findings to design and client teams.
• Participate in client presentations as required.
• Collaborate with scheduling team to develop production‑based bottom‑up cost estimates and to ensure alignment of estimates to construction schedules.
• Develop and maintain enterprise‑level estimating policy, processes, procedures, guidelines, and desk manuals for use from project to project. Ensure consistency of estimating methods and data use on programs across all projects.
• Provide guidance and oversight of the use of estimating software, including related protocols and standards.
• Accumulate, evaluate, and document historical cost data and construction means and methods in order to maintain current estimating standards and databases.
• Oversee a database or “warehouse” of estimation data recorded and tracked from each job.
• Support the preparation of procurement documents related to estimating specifications.
• Support costing of Risk Registers and collaborate with Risk team to ensure all risk register items are aligned to projects’ risk profile.
• Work on multiple estimating projects in a project leader capacity as needed or project advisor within functional teams. Quality control all estimating deliverables prepared by support staff if required.
• Mentor Estimators I, II and III if applicable and may serve as technical lead.
• Perform other duties as assigned.

• Bachelor’s degree in Engineering, Architecture, Construction Management or related degree and 9 years relevant experience.
• In lieu of education, 13 years relevant experience with the development of cost estimates.

• AACE Certified Estimating Professional (CEP), Certified Cost Professional (CCP), ASPE Certified Professional Estimator (CPE), or equivalent.
• Minimum 3–5 years working for a general contractor, with primary focus on highways and bridges.
• Proven experience preparing and leading the Independent Cost Estimates (ICE) for P3 (Public‑Private Partnership) projects, Comprehensive Development Agreement phase (CDA), change orders, procurement documents, and major infrastructure projects.
• Experience in developing Independent rough order of magnitude (ROM) estimates, including crew assembly, production rates, and project overhead costs for Concept Studies, Value Engineering, design workshops, and alternative technical concepts (ATCs).
