Overview
General Description and Classification Standards: The Human Resources Representative II is a role within the Organizational Development unit of the Department of Human Resources. This position is responsible for taking an active role in the development of programs to equip employees with the necessary tools for development in current and future advancement. This individual will be expected to design and develop curriculum content, training materials, training modules, and job aids, in support of the staff of the City of Atlanta and assigned department.
This individual will develop curricula to be used by the training facilitators and training participants and is expected to work with subject matter experts for their expertise and input to ensure content accuracy, as applicable. This is a highly experienced professional who will be expected to deliver accurate, high-quality documentation within a specified deadline and timeline, and will utilize adult learning principles to develop all instructional materials.
In addition, this individual will use strong interpersonal, written, and visual communication skills, analyze and improve existing processes, and drive needs/gap analysis to improve deliverables and learning outcomes for internal/external customers, employees and stakeholders.
Supervision Received:
Performs work under general supervision with review and advice from Training Manager/Organizational Development Director.
Essential Duties and Responsibilities:

- Uses needs assessment tools to identify need for and determine effectiveness of educational programs.
- Interacts with functional organizations/business units to develop specifications for content courses.
- Analyzes assessment and evaluation results to drive design/development improvements.
- Develops courses using established instructional design and assessment models in a variety of modalities (instructor-led, blended learning, virtual instructor led) and delivery platforms.
- Structures existing content for best learning experience by end-user, e.g., instructor-led or e-learning.
- Collaborates with Subject Matter Experts (SMEs) to identify and capture learning content.
- Analyzes and improve existing processes.
- Drives change through need/gap analysis, focus groups, etc.
- Researches, recommends, and implements creative design/development improvements.
- Partners with internal and external teams to drive strategic improvements
- Conducts follow up assessments to determine effectiveness of course material created and presented (ROI).
- Manages multiple projects simultaneously, adhering to timelines and budgets.
- Works closely with the Organizational Development Director (Org Dev), Senior Training Manager and Facilitators, and other employees.
- Organizes Organizational Development files into SharePoint as a Content retrieval database system.
- May perform other duties as assigned.
