Position: DWM Construction Inspector II (OES)

General Description and Classification Standards

Oversee the delivery of and perform skilled inspections of City and contracted construction projects. Duties and responsibilities include but are not limited to inspecting projects; maintaining records and logs; preparing schedules; and investigating complaints and reports.

Supervision Received

Works under very general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.

Essential Duties and Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Performs grading construction and erosion control inspections of construction sites to ensure compliance with federal, state, and city codes, ordinances, and regulations.
  • Records and maintains daily records of activities, including personnel, equipment, and materials.
  • Reviews construction plans and specifications, contract documents, plat cards, and other documents to monitor projects and ensure conformance with rules, regulations, and guidelines.
  • Maintains accurate records of material usage, reviews and verifies requests for payment/invoices, and performs related duties to ensure accurate payment to contractors.
  • Conducts on-site inspections to ensure construction work is performed in conformance with specifications and plans.
  • Attends pre-construction, progress, and other meetings to monitor construction projects.
  • Makes independent decisions concerning construction projects.
  • Coordinates work activities between contractors, engineers, site operations, and project managers.
  • Serves as a technical resource or mentor to other employees.
  • Reviews cost proposals and pricing information; prepares and administers contracts, requisitions, and purchase orders with specific vendors; compares bids from vendors and assists in determining contract awards.
  • Evaluates supplier and vendor proposals to ensure all requirements are met.
  • Ensures quality by developing a quality management plan outlining the processes that should be followed throughout the project.
  • Mitigates potential risks by incorporating clear and verifiable safety and quality requirements and procedures and enforcing contract requirements for work plans, accurate specifications, and safety.
  • May lead or instruct less experienced workers in high‑level or technical jobs.
  • May perform other duties as assigned.

  • Knowledge of the principles, practices, and procedures of engineering and inspections and all applicable laws, ordinances, and regulations as necessary in the completion of daily responsibilities.
  • Skill in effectively communicating and interacting with contractors, management, employees, members of the general public, and all other groups involved in the activities of the City as they relate to the department.
  • Ability to read, understand, and interpret construction and engineering reports, blueprints, plans, specifications, and make necessary field and office engineering computations.
Minimum Qualifications
  • Education and Experience – Associate's degree in Engineering, Building Construction, or a related field. Three (3) years of surveying, engineering, or construction required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Licences and Certifications – Licensure or certifications appropriate to the position are required. Preferred:
