Position Summary

Senior Property Compliance Analyst performs advanced work planning, developing, coordinating and administering daily operations and activities. The role includes providing direction and guidance in strategic operations, management and planning. Working with minimal supervision, the analyst uses initiative and independent judgment to ensure operations are completed effectively and efficiently. The analyst also trains, leads, assigns and prioritizes the work of others, emphasizing independent problem‑solving, client relationship building and team profitability.

Position Responsibilities
  • Complete tenant file compliance reviews and reports for designated clients with minimal oversight as directed by the Supervisor or Manager.
  • Conduct thorough engagement reviews.
  • Accept increasing responsibility for engagement management.
  • Recognize potential problem areas during engagements and propose effective solutions.
  • Conduct business‑specific research – gather and analyze data, interpret results, compile reports and make recommendations.
  • Develop, strengthen and maintain effective client relationships through professionalism, responsiveness and a service‑oriented approach.
  • Increase the team’s profitability by managing your time and the time of property compliance analysts efficiently, contributing ideas and adding value.
  • Supervise and mentor property compliance analysts.
  • Lead trainings, workshops and webinars specific to tenant file compliance with Section 42, Section 8 or other Government Housing Programs.
  • Other duties and projects as assigned.
Knowledge, Skills, Abilities
  • Extensive knowledge of local, state and federal laws and regulations, including, but not limited to:
    • IRC Section 42 (LIHTC) and IRC Section 142 (Tax‑Exempt Bonds), including subsequent guidance (e.g., Treasury Regulations) and the IRS Guide to Complete Form 8823
    • 24 CFR Part 92 – HOME Investment Partnership Program (HOME Program)
    • National Housing Trust Fund (NHTF)
  • Extensive knowledge of Texas Local Government Code, Title 9, Subtitle C, Chapter 303 related to Public Facility Corporations, and the Texas Administrative Code, Title 10, Part 1, Chapter 10, Subchapter I related to Public Facility Corporation Compliance Monitoring.
  • Understanding of the Housing Opportunity Through Modernization Act (HOTMA).
  • Ability to direct and organize client needs; establish goals and objectives that support a strategic plan; identify problems, evaluate alternatives, and implement effective solutions; develop and evaluate policies and procedures; and prepare reports.
  • Excellent analytical, verbal and written communication skills.
  • Outstanding interpersonal skills; team‑spirited; strong relationship‑building abilities.
  • Strong ability to manage a wide range of activities with a diverse client population.
