POSITION SUMMARY:
This position provides advanced professional accounting services in support of the Office of Secretary of State. Perform all Accounts Receivable functions for the agency. General involvement includes analyzing, recording, and interpreting financial transactions, preparing specialized and standard accounting reports and providing information to auditors and other third parties.
ESSENTIAL DUTIES and RESPONSIBILITIES:
* Follows current Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, State of Georgia Accounting Policies and Procedures, and Secretary of State Fiscal Policies and Procedures.
* Applies generally accepted accounting principles in recording financial activity in accounting systems and varied subsystems.
* Performs all Accounts Receivable functions for Secretary of State and attached agencies including entering, processing/transmitting and proofing A/R data, reconciling A/R records and correcting errors.
* Perform operational analyses of accounting systems, subsystems and procedures to ensure accuracy of data to ensure compliance with Generally Accepted Accounting Principles and to identify improvements in the methods for recording, maintaining and reporting financial transactions.
* Validates daily revenue records to maintain the integrity/accuracy of Accounts Receivable accounting processes.
* Processes daily cash drawing records in Treasury web-portal and People Soft AR subsystem.
* Reviews and approves invoices for payment, ensuring accuracy and completeness of documentation.
* Reconciles grant-related accounts and prepare journal entries.
* Prepares and processes financial statements and reports related to grants.
* Accounts Receivable data processes: recording Non-Sufficient Fund returned checks to NSF data base; making bank deposits of NSF check payments; and recording bank deposit records based on source documents.
* Monitors daily transactions on five merchant accounts and four bank accounts ensuring bank charge items and all deposits are accurate.
* Maintains State Allotment receivable and distribution records for bank balances.
* Utilizes appropriate procedures and judgment to perform monthly Accounts Receivable reconciliation and Bank reconciliation in a timely manner.
* Reviews, analyzes and corrects general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies and procedures.
* Identifies discrepancies between existing procedures and those that are generally accepted or that will result in greater efficiency or operational effectiveness.
* Responds to inquiries for solutions of difficult accounting problems or for information or interpretation from third parties such as banks, auditors, vendors and governmental entities.
* Performs other related duties as assigned.
KNOWLEDGE, SKILLS and ABILITIES:
* Knowledge of business operations (Payroll, AP, AR, GL)
* Skilled in Excel and data analysis methods, People Soft Queries, Reports, and bank statements to monitor financial records.
* Knowledge of budgetary accounting, reporting, state law and procedures.
* Knowledge of the relationships of GL balance and its subsidiary ledger balances, bank to book, and reconciliation at Funding Source level.
* Knowledge of GAAP accounting, financial statements preparation, and state the Accounting Manual.
* Knowledge of the budget tree and other budget control mechanisms.
* Ability to interpret and present data to management team.
* Ability to retrieve information from the accounting system and identify and investigate discrepancies and provide suggestions.
* Ability to communicate effectively, both verbally and in writing.
* Ability to accurately prepare accounting entries and adjustments and perform mathematical computations.

MINIMUM QUALIFICATIONS:
Master's degree in accounting from an accredited college
or university AND Two years of professional accounting experience OR bachelor's degree in accounting from an accredited college or university AND Three years of professional accounting experience OR Bachelor's degree in a business curriculum which included completion of introductory and intermediate accounting sequence from an accredited college or university AND Four years of professional accounting experience.
Bachelor's degree in accounting and three (3) years of professional accounting job-related experience; or two (2) years of experience at the lower level Accountant 3 (FIP
022) or position equivalent.
