Job Summary
Assists the Utilities Director in managing and coordinating activities of the Utilities Department, including Water Utility, Wastewater Utility, Distribution and Collection, and related administrative functions. Supports compliance with State and Federal regulations, oversees routine operations, and provides leadership in project implementation. Serves as acting director when assigned and contributes to strategic planning and departmental goals.
Essential Job Functions- Assists in developing and implementing departmental policies, procedures, and operational strategies.
- Coordinates routine maintenance activities and monitors compliance with regulatory requirements.
- Prepares and reviews reports, records, and documentation for accuracy and completeness.
- Supports the development and monitoring of project schedules and budget.
- Reviews invoices, assists with change orders, and tracks expenditures.
- Conducts field inspections of projects and maintenance activities.
- Provides input on Capital Improvement Program (CIP) planning and resource allocation.
- Serves as liaison with contractors, vendors, and regulatory agencies as directed.
- Acts as Utilities Director in their absence.
- Performs other related duties as assigned.
Skills And Abilities
- Principles and practices of municipal water and wastewater operations.
- Applicable Federal, State, and City laws, rules, and regulations.
- Project coordination and contract administration.
- Budget monitoring and reporting.
- Effective verbal and written communication.
- Ability to plan, organize, and prioritize multiple tasks.
- Proficiency in interpreting engineering plans and specifications.
- Bachelor’s degree in engineering, construction management, public administration, or a related field OR an equivalent combination of education and experience demonstrating competency in the required duties.
- Ten (10) years of progressively responsible experience in utilities, public works, or related field.
- Possession of Class B or higher Water and/or Wastewater license from Texas Commission on Environmental Quality (TCEQ), or the ability to obtain certifications within a specified timeframe.
- Valid Texas Driver’s License.
