Reports To: Construction & Maintenance Supervisor

FLSA Status: Non-Exempt

Classification: Personnel System;
Requires satisfactory completion of a six month probationary period.

Pay Grade: 108

Purpose of Job

The purpose of this job is to perform manual work functions associated with the construction and maintenance of water/sewer distribution and collection systems. Duties and responsibilities include, but are not limited to, assist in installation, maintenance and repair of water and sewer mains and lines; performing labor activities; operating/maintaining equipment; and performing additional tasks as assigned.

Job Related Requirements
  • Work schedule:

    Monday – Thursday or Tuesday – Friday, 6:30 am – 5:00 pm (10‑hour shifts). Subject to 24‑hour call back, 7 days a week. May be required to work on religious holidays. May be assigned to a standby crew and on call every six weeks.
  • Must work cooperatively with others.
  • Must maintain regular and predictable attendance.
  • Vehicle operation: responsible for safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
  • High school diploma or equivalent preferred; no prior experience necessary; or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.
  • A valid driver’s license required.
  • Must possess or have the ability to obtain Georgia Department of Transportation Flagging certification within six months of employment.
Responsibilities
  • Assist in the installation, maintenance and repair of water and sewer mains and lines.
  • Clean gate valve boxes, sanitary sewers and manholes.
  • Operate a sewer rodding machine.
  • Perform laboring activities such as unstopping manholes, digging holes, pouring or cutting concrete, etc.
  • Flag traffic around work sites.
  • Gather materials and supplies used in daily activities.
  • Clean and maintain equipment and buildings as required.
  • Respond to emergency and stand‑by calls on a 24‑hour daily basis.
  • Respond to routine requests for information from officials, employees, members of the staff, the public or other individuals.
  • Prepare and/or receive various forms, reports or other documents; process and forward as appropriate.
  • Perform other related duties as assigned.
Knowledge,

Skills and Abilities
  • Knowledge of the policies, procedures, and activities of the Public Utilities Department as they pertain to the performance of duties related to the position of Utility Service Worker.
  • Knowledge of the terminology used within the department.
  • Knowledge of unified government policies and procedures pertaining to repair and maintenance of water/sewer lines and mains, and of other procedures and methods as required in the performance of duties.
  • Knowledge of the methods and practices of installing, maintaining and repairing water and sewer lines and mains.
  • Skill in laying pipe and in the construction, maintenance and repair of water and sewer lines and mains.
  • Skill in using tools such as a wrench, pump, shovel, pick and metal detector.
  • Skill in operating various machinery and equipment including a rodding machine, boring machine, tapping machine, etc.
  • Ability to communicate effectively with supervisors and other staff members.
  • Ability to use independent judgment in routine and non-routine situations.
  • Ability to handle required mathematical calculations.
  • Ability to plan, organize and prioritize daily assignments and work activities.
  • Ability to comprehend and apply regulations and procedures of the department.
Minimum Qualifications
  • High school diploma or equivalent.
  • A valid driver’s license.
  • Georgia Department of Transportation Flagging certification within six months of employment.
  • Physical ability to operate machinery and equipment, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, etc.; ability to exert up to 100 pounds of force occasionally and up to 50 pounds of force frequently.
