Performs duties of a youth investigator and a School Resource Officer in all areas of law enforcement and public safety, consistent with the organization s values and mission statement. Protects and enhances the safety of youth residing in Pitkin County from acts committed against them (abuse, neglect) or by them (crime, delinquency, status offenses). Serves as the department liaison with the schools in the area and youth service agencies.
The Youth Services Officer position is primarily school-based but may also provide support to the Human Services Officer program and patrol as needed.
Supervision Exercised and Received: This position works under the direct supervision of the Administrative Sergeant and general guidance of the Division Chief of Investigations and Administration.
Essential Job FunctionsYouth Services Response:
Builds rapport with at-risk youth and responds to school and community calls involving youth or family crises, triaging incidents with behavioral-health partners and in accordance with law and department policy.Continuing support to at-risk youth navigating mental health, addiction, and safety concerns through trauma-informed advocacy, including assessing needs, safety planning, rights explanations, and referrals.
Supports investigations involving child abuse, neglect, runaways, missing or abducted children, and cases requiring protective custody. Assists with juvenile-related investigations and reviews reports for charging considerations. Updates staff on procedures for juveniles requiring screening and fulfills District Court orders related to youth.
Updates and maintains policies and procedures regarding juveniles and provides internal instruction to officers on best practices in human services and youth services response models.
Performs duties of Police Officers I, II, and III, providing leadership by example and coordinating patrol activities as needed.
Participates in Annual Departmental Compass Goals and supports the department s accreditation process.
School Resource Programs
:
Researches, promotes, and implements youth programs encouraging participation; teaches in classrooms when appropriate.Maintains communication with at-risk youth parents, school district, and Pitkin County Sheriff s Office; collaborates on school safety planning and interagency efforts; updates the School Resource Program annually.
Documentation and Case Management
:
Documents incident reports accurately; follows up on cases with referrals and interagency collaboration.
Agency Liaison/Outreach:
Acts as a liaison with media, other public safety agencies, city departments, and community resources; attends task force meetings related to youth.

Minimum RequirementsEducation & Experience:
Associate degree or equivalent required. Must be at least 21 years of age. Successful completion of all "Police Officer Trainee" requirements and meets all requirements of a Police Officer III with a minimum of 3 years from graduation from the Aspen Police Department Police Training Officer Program.
Technical Knowledge:
Must be proficient in Microsoft Word, Outlook, and basic computer and web-based technology applications.
Proficient in Spillman or ability to become proficient within six months.
Licenses & Certifications:
Must possess a valid Colorado driver s license or be able to obtain one within 30 days of hire. Must possess a Colorado POST certification or be able to obtain within 8 months of hire. Must possess or obtain within 6 months Red Cross CPR/First Aid certification. Must complete ICS 100 and 200 within 6 months of hire. Must complete SRO school within 6 months of hire.
Note: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
Note: This position requires the candidate to successfully pass a criminal background check, physical examination, polygraph test, drug test, and psychological examination upon hire. Drug test will be conducted at PROCOM - Glenwood Springs; physical exam at Grand River Health Clinic West - Parachute. Employment is contingent upon successful completion of all pre-employment testing.
Position Type and Work HoursSchedule: Regular full time, four 10-hour shifts per week; hours may vary.
