What will the Civil Engineer II - Transportation do?

As the Civil Engineer II - Transportation you will provide Transportation project support with a focus on project design, management and contract preparation. Other minor required services include project planning, preliminary assessment, survey and information gathering, project scoping, associated general engineering duties in support of the National Forests in North Carolina Facility Disaster Recovery priorities. Place(s) of performance of work may include a duty station at the Pisgah Ranger District Administrative Site in Pisgah Forest, NC, the Nantahala Ranger District Administrative Site in Franklin, NC or National Forests in North Carolina Supervisor’s Office in Asheville, NC.

The position may also be partially remote within reasonable commuting distance of Asheville, NC, with travel to project sites as required for scoping, survey and inspection. Performance of duties will take place at project sites throughout the Pisgah, Grandfather and Appalachian Districts of the Pisgah National Forest, as well as the Nantahala, Cheoah and Tusquitee Districts of the Nantahala National Forest.

Responsibilities
  • Conduct detailed site assessments as directed by engineering program including the development of potential courses of action.
  • Perform survey or assist with survey of projects directed by COR.
  • Perform or direct surveys to establish baseline data necessary to initiate transportation construction and repair projects.
  • Perform field surveys and investigations to determine existing conditions and recommend courses of action.
  • Develop contract documents for project work as directed by engineering program.
  • Prepare written statements of work, project specifications, and estimates of contract cost for projects as directed by the COR including all aspects of contract preparation, including planning, fieldwork, scoping, and contract document preparation.
  • Develop contract drawings from reference files provided and develop unique ones using specialized engineering knowledge and expertise in transportation, structural and/or geotechnical engineering using AutoCAD Civil 3D.
  • Perform reviews of contract documents prepared by others, to identify discrepancies, opportunities for value engineering, and other errors or deficiencies.
  • Support COR in contracting submission operations to the latest standard through file preparation and tracking files after submission of administrative approvals.
  • Inspect transportation and bridge construction contracts for conformance with plans, specifications, regulations, standards, codes, and schedules.
  • Document construction contract progress with photos and written descriptions of work in sufficient level of detail to assure compliance by the construction contractor with the provisions of the contract.
  • Document and promptly inform COR of deficiencies and recommend corrective courses of action using government supplied templates for construction inspection documentation.
  • Inspect safety and quality assurance/quality control aspects of jobs in progress.
  • Perform or oversee and evaluate routine field testing of construction materials.
  • Assist COR with preparation of RFI responses by performing product research and applying knowledge of construction methods and best practices.
