The Preconstruction / Estimating Manager leads the preconstruction phase for complex, fast‑track building projects across multiple market sectors including critical data center sites, healthcare, higher education, laboratories, advanced manufacturing, aviation, and large‑scale commercial construction. Preference is given to those candidates with extensive experience and relationships in the Data Center market segment as that is a near‑term market focus across Cadence.

Team Leadership & Staff Development

  • Assign responsibilities, manage workloads, and conduct regular performance check‑ins to ensure team alignment.
  • Provide training and development opportunities to enhance team proficiency in project systems, compliance, and documentation standards.

Key Responsibilities Estimate Preparation & Cost Management
  • Develop detailed and accurate cost estimates across preconstruction phases (ROM, SD/DD/CD, final bid/GMP), including labor, materials, equipment, subcontractor pricing, general conditions, contingencies, and allowances.
  • Assemble estimates in an organized format suitable for leadership review and client presentation, including clear pricing narratives, assumptions, inclusions/exclusions, and risk drivers.
  • Determine direct job costs using the best information available at the time of bid and support leadership decisions related to contingency, fee, and commercial strategy.
  • Apply benchmarking, parametric estimating, and historical cost modeling when full contract documents are not available.
  • Perform estimate reconciliation, variance analysis, and continuous improvement by comparing as‑bid estimates to actual project outcomes and post‑mortems.
Bid Coordination, Scoping & Buyout Strategy
  • Lead bid strategy, subcontractor/vendor outreach, scope coverage plans, and bid package issuance to ensure complete and competitive pricing.
  • Analyze proposals and subcontractor quotes for completeness, compliance with requirements, and scope gaps; coordinate clarifications and revisions as needed.
  • Identify missing scopes or low coverage areas; develop carry values and risk‑adjusted allowances with documented basis of estimate.
  • Create and manage bid leveling sheets, scope clarifications, and negotiation points; recommend award selections to leadership.
  • Support early procurement and buyout strategy for critical materials and equipment where needed. While purchasing is not a direct report to this position, there is a strong working relationship between the departments.
Scope Review, Constructability & Value Engineering
  • Review drawings, specifications, addenda, and design narratives to identify risks, inconsistencies, constructability concerns, and opportunities for value engineering.
  • Develop clear scopes of work and bid instructions that support “apples‑to‑apples” pricing and reduce post‑award scope disputes.
  • Participate in constructability planning by communicating the “as‑bid” strategies for construction in relation to logistics, phasing, access constraints, specialty installations, prefabrication opportunities, or other key assumptions that impact cost and schedule.
  • Maintain and update a project risk register across cost, schedule, procurement, safety, and quality with mitigation plans.
Preconstruction Planning, Scheduling & Logistics
