Overview

The primary purpose of this position is to serve as a senior administrator in directing social work and service programs for Randolph County Department of Social Services. The agency director assigns to this position high level management responsibilities regarding administrative, program and service functions. This position will manage all direct social work services within the Agency, including Child Protective Services, CPS In Home, Foster Care, Adoptions, Adult Guardianship, Adult Protective Services, Work First, Child Welfare Support Services, and Quality and Training.

This position will direct the daily activities of staff through two high level Program Administrators; evaluate quality of services to ensure compliance with standards and oversee organizational changes. Employee’s work is reviewed and supervised by the Agency Director and consists of planning, organizing, implementing, managing and directing the work of assigned programs within the agency. The employee in this position will provide leadership and vision to various work groups within the agency and performs difficult, complex professional executive managerial work under the direction of and through delegation from the Agency Director.

Successful applicants must have knowledge of personnel administration, program planning and community collaboration.

Responsibilities
  • The Assistant Director is a professional level position, responsible for supervision and positive outcomes of all Child Welfare Services programs, all Adult Services programs and Work First Social Work Services.
  • Review statistical program data monthly to evaluate effectiveness of programs and establish performance expectations for staff based on current policies, procedures, and program standards.
  • Provide management level support and guidance required to enable staff to reach the department’s established goals and performance outcomes.
  • Perform complex analytical and administrative work. This position also assists with coordinating and/or providing training for the department.
  • This position communicates regularly with Management Team members, director, legal staff and partnering agency staff to improve relationships and program effectiveness. Provides technical assistance and case consultation due to legal implications, program guidelines and program emphasis. Keeps abreast of legislative mandates.
  • This employee should model excellence and professionalism for services management staff and others, provide leadership through daily guidance, counseling, and support to staff, meeting regularly and for individual conferences. The Assistant Director will participate as Management Representative in critical decision-making processes; provide or arrange for staff training as it relates to changes in program policy and staff development; coordinate placement of student interns and program volunteers and evaluate work performance within services units through record review, audits and consolation with state program representatives.
  • This position performs duties as a member of Agency Management Team to evaluate agency needs, develop and approve annual services budget, coordinate projects and tasks as assigned by director and county department heads. Assistant Director of Services evaluates the need to expand or redesign areas of services programs and policy surrounding programs, justifies adequately the needs of services units, i.e. staffing, equipment, space and assists with agency Leadership Team.
  • The Assistant Director of Services interviews applicants for services leadership positions; evaluates worker performance based on established goals and objectives and ensures implementation of disciplinary action with employees as it relates to job performance.
  • This position represents the agency on designated advisory boards, committees and planning bodies: assures timely and appropriate response to inquiries from media and state partners with regard to services programs and related issues; works to enhance relations with other program areas, partnering agencies and throughout the community.
