Project Manager – Mission Critical Programs (Northern Virginia) Position Overview
The Project Manager provides overall leadership for a multi-site, mission-critical construction program from initiation through closeout, serving as the primary manager and escalation point for Construction Managers and subcontractors. The role owns schedule, cost, risk, and governance across projects while coordinating closely with client stakeholders and internal field teams.
This is a key and critical role for the success of large mission-critical digital infrastructure buildouts, with a strong emphasis on managing power infrastructure, retrofits, and new builds.
Key Responsibilities- Manage high-level project execution from initiation through closeout, acting as the main escalation point for Construction Managers (CMs).
- Coordinate with the master scheduler to develop and maintain the master project schedule across all sites.
- Manage daily and weekly status with CMs and subcontractors to review progress, risks, and upcoming work.
- Serve as the primary point of contact for client meetings and run weekly/biweekly Owner–Architect–Contractor (OAC) meetings.
- Submit and manage subcontractor requisitions and approve purchase orders (POs) and invoices in accordance with program controls.
- Develop and submit client invoices using the project Schedule of Values (SOV).
- Manage project budget, cost tracking, and forecasting, including variance analysis and mitigation planning.
- Manage, develop, and submit change orders, ensuring scope, cost, and schedule impacts are clearly documented.
- Oversee the RFI and submittal process across projects, ensuring timely responses and proper routing through client systems.
- Manage the overall closeout process and timelines for each site.
- Collect and submit closeout documentation and as-built drawings to satisfy client and AHJ requirements.
- Submit and manage subcontractor onboarding processes in alignment with client requirements.
- Manage subcontractor employee badging and onboarding processes, including compliance with site access and security standards.
- Manage daily labor assignments and subcontractor manpower at the program level, balancing demand across sites.
- Oversee LLE, OFCI, and CFCI forecasts with the equipment manager and drive equipment priorities across projects.
- Ensure proper pre-job documentation, Activity Hazard Analyses (AHAs), and permits are in place and approved prior to job start.
- Manage safety trends and metrics across the program and implement corrective action plans with internal teams and subcontractors.
- Coordinate with the CM managers to ensure site teams receive necessary support, personal protective equipment (PPE), and tools/equipment.
- Manage QA/QC/Cx resource planning with client and OEM QA/QC teams to align testing, commissioning, and turnover activities.
- Oversee MOP/MCM development processes and drive priority and sequencing of Methods of Procedure and maintenance/construction activities across projects.
- Coordinate stakeholders for the preparation of critical cutovers, ensuring scope, risk, and rollback plans are clearly defined.
- Approve and oversee high-risk permit and work-plan processes (e.g., hot work, confined space, excavation, energized work) at the program level.
- Manage permitting and permit closeout processes, including tracking statuses and resolving AHJ comments.
- 5–8+ years of project management experience in construction, with at least 3 years in mission-critical or data center programs overseeing multiple sites or large scopes.
- Proven experience managing budgets, schedules, RFIs, submittals, change orders, and closeout for complex electrical/MEP projects.
- Strong understanding of safety management, high-risk permitting, and coordination of critical cutovers in live facilities.
- Excellent stakeholder management and communication skills, comfortable leading OAC meetings and coordinating with client leadership, CMs, subcontractors, and OEM partners.
