IT Project Manager, IT Consultant
CWS seeks a Network Program Manager (PM) to manage and lead the U.S. Customs and Border Protection’s (CBP) Network Operations Center (NOC) contract. The Network Program Manager serves as the senior program lead responsible for all contract execution, management, and performance reporting. Acts as the primary interface with CBP leadership, ensuring delivery of NOC and Wireless NOC (WNOC) services across geographically dispersed sites.
Duties & Responsibilities- Direct and oversee all operational, technical, and administrative aspects of the NOC contract.
- Manage cross-functional teams and coordinate with CBP stakeholders (COR, GPM, TPOC, GS).
- Develop and maintain the Program Management Plan (PMP), Quality Control Plan (QCP), and Staffing Plan.
- Monitor service quality, ensure compliance with performance standards, and deliver progress reports.
- Lead risk, issue, and change management; oversee transition-in and transition-out activities.
- Ensure staff compliance with CBP/DHS security and training requirements.
- Bachelor’s degree in Information Systems, Computer Science, or related field.
- 10+ years managing large-scale Federal IT programs.
- PMP certification required.
- Demonstrated success in managing enterprise-level network operations.
- ITIL v3 certification; CCNA or CCNP.
- DHS or CBP contract experience.
- Springfield and Ashburn, VA (with occasional travel to Orlando, FL, and other CBP facilities).
- Must have favorably passed a full five (5) year background investigation (BI) required by CBP policies and procedures for employment prior to beginning work with CBP.
