Position: PROGRAM ANALYST with Security Clearance
Duties
* Develops, reviews, and analyzes command and control, cyber, and special access programs (SAP) capabilities and requirements in relation to the development of financial policy, plans and operations. Leads major processes, such as Strategic Portfolio Review (SPR), POM, and P  development.
* Researches command and control, cyber, and special access programs (SAP) issues, analyzes options, and recommends courses of action through reports, papers, briefings and correspondence for presentation to the Combatant Commander, OSD, Joint Staff, Service Headquarters, and other governmental agencies. Coordinates with other effected offices throughout the DoD and other agencies as required.
* Initiates projects to study command and control, cyber, and special access programs (SAP) problem areas. Determines the need for financial policy change or program development efforts to achieve NORAD, USNORTHCOM or DoD goals supported by NORAD and USNORTHCOM.
* Represents the Commander of NORAD and USNORTHCOM, as well as the J8 Director, with a wide variety of internal and external officials (at various levels from SME to SES level). Advocates and explains the NORADUSNORTHCOM position related to command and control, cyber, and special access programs (SAP) programs. Requirements Conditions of employment

* This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment.
* Safeguards classified or sensitive budget-related information and/or files.
* This is a centrally managed position. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery in the application of a broad range of analytical methodologies for assessing and improving program effectiveness. Extensive knowledge of homeland defense and military assistance to civil authorities principles, concepts, operations, goals and objectives.

Extensive knowledge of staff procedures used to accomplish special projects and prepare position papers, briefings, and other documentation used by the Director of Plans and Programs to arrive at positions on requirements generation, programming, installations, and Congressional issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,
