Position: TRAINING AND EXERCISE PROGRAM SPECIALIST with Security Clearance
Duties
* Responsible for the development of CCMD-level policy for all aspects of AMALGAM EAGLE, FUERZAS AMIGAS, CORAL CAYS, RAVENS CHALLENGE, CYBER LIBERTAD of the AMERICAS, CYBER CAYS., Contributes to the development of policy by scheduling, resourcing, planning, designing, developing and executing exercises for NORAD and USNORTHCOM.
* Establishes, maintains, and executes the exercise planning schedule for the Command's Theater Security Cooperation exercises and all linked and associated exercises, to include scheduling all conferences, meetings, in-progress reviews, and secure video teleconferences.
* As NORAD and USNORTHCOM Domain Exercise Controller of the Joint Exercise Control Group (JECG), acts as a key domain exercise observer/controller managing and directing up to 200, co-located and geographically dispersed binational personnel during NORAD and USNOTHCOM exercises and other supported Joint and Combined exercises. * Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
* A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment
* Per AFGM, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions
* Work requires a substantial amount of travel away from the normal duty station, including transportation by military and/or commercial aircraft
* Will be occasionally required to work holidays, weekends, and non-standard hours to support military operations. Required to be on phone recall and 2 hour standby
* This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
* As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing
* The selectee must sign a statement acknowledging the position occupied is identified as a TDP
* The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evening, weekends, and/or holidays, and may be required to work overtime
* In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. ALSO Performs additional duties as assigned
* The employee must obtain and maintain a U.S. Government Official Passport within 6 months of hire
* Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) exercise planning and development involving federal interagency and multinational organizations; (2) developing exercise budgets, identifying personnel requirements, and constructing architectures/vignettes/scenarios, and (3) applying analytical and evaluative methods/techniques to complex issues concerning the efficiency and effectiveness of training programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
