Under the direction of the City Engineer this position oversees and manages the design, construction, and inspection of assigned Public Works Capital Improvement Projects (CIP). The individual has experience applying Project Management principles towards the design and construction phases of a project including Plan, Specification and Estimate review, submittal review and approval, project scheduling, materials tracking, change orders, construction directives, progress payments and project closeout.

This is an FLSA exempt (not overtime eligible) position.

Essential Job Functions
  • Provide comprehensive oversight and Project Management of assigned Capital Improvement Projects through all phases of the project.
  • Manage consultants and contracts during design and prepare and oversee the assembly of contract Plans, Specifications, and cost Estimates.
  • Reviews and comments on consultant submittals and provide quality assurance reviews. Provides direction to consultants ensuring project goals are met and are within assigned budgets.
  • Reviews Plans, Specifications, and Estimates of assigned projects to ensure conformance with applicable Federal, State and City Codes and Standards.
  • Conducts constructability reviews of plans and specifications and identifies efficiencies and/or potential conflicts.
  • Reviews project submittals and materials, including traffic control plans, mix designs and lab analysis data, to ensure compliance with project requirements.
  • Maintains project records including submittal and material tracking logs, construction change directives, and change order logs. Develops independent analysis of proposed change order costs.
  • Conducts site inspections to ensure compliance with approved Plans and Specifications, proactively addresses problems and makes recommendations on change orders.
  • Develops and tracks, or oversees the Inspectors development and tracking, of daily Inspector Daily Reports (IDR’s) and Field Note Records (FNR’s) of all on site construction activities, equipment, and personnel.
  • Coordinates project improvements with other City departments, private utilities, and public agencies to ensure consistency with planning and project goals.
  • Performs, or oversees the performance of, field measurements and inspection of material quantities, placement and finishing in compliance with project Plans and Specifications.
  • Ensure compliance with project Disadvantaged Business Enterprise (DBE) requirements including conducting onsite interviews, reviewing certified payrolls and maintaining all requirement documentation to ensure DBE Goals are met.
  • Oversees the maintenance and development of As Built records during construction, maintains a record of construction changes and ensures final As Builts reflect these changes.
  • Reviews contractors pay requests for consistency with quantity records tracking. Develops construction progress pay estimates.
  • Monitors the collection of material samples for testing and analysis by laboratories. Reviews materials testing results to ensure compliance with specifications and construction standards.
  • Conducts research of archived information and performs field investigations to evaluate and verify actual conditions during the design and construction phases.
  • Assists to ensure required communication and timely notifications are given to contractors, businesses and residents during construction projects ahead of planned activities such as detours, water outages or other interruptions of services.
Required Knowledge,

Skills and Abilities
  • Knowledge of project management principles with regards to public works or municipal construction, including transportation and utilities.
  • Knowledge of federal, state, and local laws and regulations as it relates to public works construction and inspection.
  • Knowledge and application of the Local Agency Guidelines (LAG) Manual as it relates to Local Agency requirements for Federally funded projects.
  • Knowledge of the WSDOT Standard Specifications, Stormwater Management Manual for Western Washington, and Manual on Uniform Traffic Control Devices.
