Senior Analyst (Real Property Support Services Specialist)
The Senior Analyst (Real Property Support Services Specialist) provides comprehensive advisory, assistance, and technical support to the Army National Guard Installations Division (ARNG-IER). This role requires expertise in Army and ARNG real property and real estate policies, regulations, and systems. The analyst will work independently to evaluate policies, provide guidance, manage data, facilitate transactions, and deliver training, ensuring accuracy and compliance for ARNG installations across the nation.
The analyst provides critical Real Estate and Real Property Support Services to the Army National Guard Installations Division (ARNG-IER).
- Policy Evaluation and Guidance:
Evaluate current and future policies from OSD, Army, and ARNG regarding real property, financial management, and audit readiness. Provide verbal and written guidance and recommendations to the 54 states and territories on real property management missions and issues. - System Management and Support:
Provide user support for the Planning Resources for Infrastructure Development and Evaluation (PRIDE) real property module. This includes assisting states/territories with data uploads, interface issues, and resolving Help Desk requests. - Headquarters Installation Information System (HQIIS) Management:
Review user requests for HQIIS permissions, manage action site updates, and advise on and approve enclaves and complex associations. - Data Analysis and Reporting:
Run HQIIS site reports, update the annual ARNG Facilities Footprint, and respond to various real property information requests. - Financial and Audit Support:
Provide quarterly ARNG Property, Plant, and Equipment (PPandE) inputs to the Army Balance Sheet. Calculate and report construction-in-progress (CIP) and stewardship data. - Data Quality and Validation:
Review and analyze PRIDE data for accuracy and consistency with HQIIS. Perform QA/QC for real property data and ensure assets have RPUIDs. - Documentation:
Develop informational papers, briefings, memorandums, and draft letters to support ARNG-IER. - Training Development and Delivery:
Develop, document, and annually update formal training programs and materials for real property and real estate topics. Conduct formal and informal training sessions at assigned government sites. - Leasing Budget Support:
Provide Qualified Lease Executive Assistant (QLEA) budget advisory services and submit annual QLEA Program Objective Memorandum (POM) requirements. - Work in a collaborative team environment, multi-tasking across numerous projects necessitating organizational, problem solving, and communication skills.
- Ability to do client travel as needed.
- Leverage professional relationships with internal and external customers as it relates to budget operations.
- Perform other related budget and finance administrative management functions and tasks as required.
- Build and maintain practical knowledge of the clients mission, goals, and objectives.
- Ability to travel for client work, as needed.
- Bachelor's degree in Finance, Accounting, Business, or a related discipline, or an equivalent combination of education and 4+ years of relevant experience.
- MS Office Suite - Word, PowerPoint, Visio, Outlook, and Excel (Pivot Tables).
- Required experience with PRIDE, HQIIS, RPLANS, ISR, and ASIP.
- 5-years or greater experience in DOD budget and program development, execution and management or other relevant experience.
- 3-year minimum total direct experience with Army National Guard (ARNG) operations or other relevant experience. (Preferred)
- Proven skills and recent experience demonstrating the ability to provide quality service and support in real property and real estate management.
- Thorough knowledge of Army and ARNG policies, regulations, and guidance on real property and real estate management.
- Strong verbal and written communication skills to provide advice, recommendations, and develop comprehensive documentation and training materials.
- Demonstrated ability to manage projects, coordinate tasks, and meet deadlines.
- Ability to mine data for background information, execution, historical programming decisions.
- Possesses ability to network with subject matter experts to communicate complex budget information.
- Demonstrated knowledge of commonly used DOD, Defense Health Program, and Federal budgetary and accounting methods, regulations, laws, and policies.
- Demonstrated the ability to develop and present executive level briefings.
- Common Access Card (CAC):
Eligibility requires a favorable FBI fingerprint check and submission of a National Agency Check with Inquiries (NACI) or equivalent background investigation.
