Background

Vectrona is seeking a Deputy Program Manager to support a Department of State mission in Rosslyn, Virginia. This role supports The Bureau of Diplomatic Security, which is responsible for the protection of U.S. personnel, official facilities, and residences in domestic and overseas locations. This team specifically supports the Technical Surveillance Countermeasures branch, responsible for electronic security, anti-eavesdropping, and protecting diplomatic facilities and personnel from technical threats globally, ensuring secure communications and facilities for U.S. diplomacy.

The Deputy Program Manager will oversee and ensure delivery of all performance under the contract. The DPM will be responsible to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) for performance and delivery.

Day to Day Responsibilities
  • Oversee and help ensure delivery of all performance under the contract, supporting accountability to the Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors
  • Serve as primary support to the Program Manager and act as a focal point for contractor functions related to contract performance
  • Support regular engagement with the COR and GTMs to help ensure performance across task orders
  • Assist in monitoring contractor performance to ensure compliance with contract requirements and service expectations
  • Support the Program Manager in advising and assisting the COR on scope, execution, and performance topics
  • Support human resources objectives including recruiting, onboarding, employee development, counseling, and performance management
  • Support compensation actions and help ensure enforcement of company policies and procedures
  • Help ensure timely reporting, provision of qualified personnel, and implementation of statement of work and task order requirements
  • Support planning, scheduling, organizing, and assessing performance of assigned personnel
  • Coordinate and track professional development and required training for contract personnel
  • Assist with oversight of deliverables, invoicing support, personnel reporting, and additional reporting requirements
  • Support resolution of conduct issues to maintain professionalism and alignment with Department of State standards
Preferred Education Degree
  • Bachelor’s degree in a business, management, or security related field
Preferred Knowledge,

Skills and Qualifications
  • Active Secret security clearance required
  • Recent relevant experience working with Diplomatic Security (within 5 years or less)
  • At least 12 years of professional experience
  • At least 5 years managing large government programs
  • At least 5 years’ experience as a contractor program manager responsible for meeting contract requirements
  • At least 5 years leadership or supervisory experience
  • Experience with Department of State policies and procedures
  • Experience with policies and procedures associated with security operations of US embassies and consulates abroad
  • Demonstrated leadership and supervisory skills, including ability to perform responsibilities listed above
  • Demonstrated experience planning, evaluating, analyzing, and implementing government programs
  • Experience as an instructor or manager of adult education programs for security professionals
  • Excellent written and oral communication skills, including communicating solutions to technical and non-technical audiences
  • Ability to function effectively in challenging situations
