Program Manager (PM) Nation State Threat Center Intelligence Support Services
Position Overview The Program Manager (PM) serves as the senior on-site leader and primary point of contact for all contract execution activities supporting the Nation State Threat Center (NSTC) with a homeland security mission. The PM provides strategic oversight, operational direction, and full lifecycle program management for intelligence support services focused on protecting the U.S. homeland, critical infrastructure, border security, cyber threats, and domestic threat analysis.
The PM ensures mission alignment with U.S. Department of Homeland Security, Federal Bureau of Investigation, interagency partners, and other stakeholders, while maintaining strict compliance with contract requirements, security regulations, and performance standards.
Key Responsibilities
* Contract & Program Management
* Serve as the official liaison to the Government Contracting Officer (KO), Contracting Officer's Representative (COR), and senior mission leadership.
* Oversee cost, schedule, performance, and quality in accordance with the Performance Work Statement (PWS).
* Develop and maintain:
* Program Management Plan (PMP)
* Staffing Plan and surge support strategy
* Quality Control Plan (QCP)
* Risk Management Plan
* Transition-In and Transition-Out Plans
* Monitor contract deliverables, labor execution, and funding status.
* Conduct monthly program reviews and provide detailed status reports (technical, financial, staffing).
* Homeland Security Mission Oversight
* Direct and synchronize analysts supporting homeland security priorities, including:
* Critical infrastructure protection
* Cyber defense and risk analysis
* Foreign influence and information operations
* Border and maritime security
* Threat assessment of emerging domestic and transnational risks
* Ensure analytic tradecraft adheres to IC and DHS standards.
* Oversee production of:
* Threat summaries
* Risk assessments
* Executive briefings for senior federal officials
* Time-sensitive situational awareness products
* Personnel & Staffing Management
* Recruit, retain, and manage cleared intelligence and homeland security professionals (TS/SCI or higher as required).
* Conduct performance evaluations, professional development planning, and training oversight.
* Manage subcontractors (if applicable) and ensure compliance with flow-down requirements.
* Implement succession planning and continuity of operations (COOP) strategies.
* Security & Compliance
* Ensure compliance with:
* Federal security regulations and DHS directives
* Intelligence Community standards and tradecraft guidance
* Classified handling procedures for TS/SCI and SAP systems
* Maintain oversight of information assurance, OPSEC, and insider threat mitigation.
* Coordinate with Special Security Officers (SSOs) and security managers.
* Strategic Engagement & Senior Leader Support
* Interface with senior leaders across DHS, FBI, FEMA, interagency, and state/local partners.
* Support executive-level briefings and high-visibility analytic reviews.
* Provide surge response support for domestic emergencies, cyber incidents, or critical infrastructure threats.
* Financial & Risk Management
* Manage program budget and labor distribution.
* Track burn rate and forecast funding requirements.
* Identify risks and develop mitigation strategies.
* Ensure compliance with FAR/DFARS requirements.
Required Qualifications
* Bachelor's degree (Master's preferred) in Homeland Security, Intelligence, Emergency Management, Cybersecurity, Political Science, or related field.
* Minimum 10-15 years of experience in intelligence, homeland security, or operational planning.
* Minimum 5 years of supervisory/leadership experience.
* Active Top Secret clearance with SCI eligibility (TS/SCI required; SAP access preferred).
* Experience supporting DHS, FBI, FEMA, or interagency homeland missions.
* Strong understanding of multi-source intelligence integration, domestic threat analysis, and critical infrastructure protection. Desired Qualifications
* PMP certification (Project Management Professional).
* Experience with homeland security programs, cyber threat intelligence, or emergency management.
