Overview
Human Resources Analyst (Benefits) – Current or Former Federal Employees and Veterans Only. The USPS OIG is seeking a highly qualified applicant to fill our Human Resources Analyst position within our Mission Support, Human Resources, Benefits Team located in Arlington, VA. The successful candidate will independently perform assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the areas of Retirement, Thrift Savings Plan (TSP), Leave Programs, Work Schedule Programs, Federal Life and Health Insurance benefits, Payroll Processing, Processing Form 50s and other benefits applicable to USPS OIG employees.
The position is advertised at the Journey Band level, equivalent to a GS-9 to GS-13. Salary range: $69,923.00 - $ (includes locality pay). Promotion potential to GS-13 is at management's discretion.
Responsibilities- Provide direct counseling to employees at all levels, including senior leadership, on retirement, benefit program entitlements, and interpretations of applicable laws, regulations, and policies.
- Interpret and prepare informative material for employees on new, changed, or pending policies and outline impacts on existing benefits.
- Counsel employees on service credit payments and post-1956 military service deposits; assist with benefits and retirement applications; calculate and verify creditability of service.
- Provide estimates of expected benefits for employees and survivors of deceased employees.
- Process Postal Service Form 50 actions related to onboarding, reassignment, detail assignments, salary adjustments, separations, etc.
- Prepare and deliver presentations for retirement and benefits seminars.
- Advisory and technical services applying in-depth knowledge of Federal HR laws and regulations.
- Functional duties in employee benefits, retirement processing, and retirement counseling.
- Processing Postal Service Form 50 or Standard Form 50.
- Contributing on project teams to improve HR processes.
- Preparing and presenting presentations to various audiences.
- Familiarity with the USPS Human Capital Enterprise System (HCES) or similar system used for processing Postal Service Form 50 actions.
You must have the experience, knowledge and skills listed in EACH of the evaluation factors. Include major accomplishments relevant to the position requirements in your resume.
- Ability to interpret, explain and counsel employees and management on retirement, TSP laws, civilian and military service regulations, leave and work schedules policies, and processing Form 50.
- Experience resolving customer service issues related to employee benefits programs.
- Effective communication with various audiences, both orally and in writing.
- Strong analytical skills to assess HR data for effective resolution.
