Position: MANAGEMENT AND PROGRAM ANALYST with Security Clearance
Duties

Summary:

The primary purpose of this position is:
To serve as the Management and Program Analyst for the Programs and Requirements Division, advising and assisting the Division Chief with planning, organizing, and overseeing division activities, goals, and objectives. Duties:
* Works with Division Chief in planning, organizing, and overseeing the activities of the Division.
* Serves as Panel Office Coordinator to the HAF Engine Room.
* Serves as Division Workflow Manager.
* Serves as Programming Training Lead and Backup Programmer. Requirements Conditions of employment

* This Position is Centrally Managed in the Operations Career Field.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* Air Force planning, programmer, or budgeting experience is highly desirable. Qualifications Conditions of Employment (Continued):
* Incumbent may be required to acquire and retain Top Secret Clearance eligibility with Sensitive Compartmented Information access, based upon a Single Scoped Background Investigation. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counterintelligence Polygraph and mandatory drug testing.
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications:

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
- Management and Program Analysis (0343) SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include
- Expert knowledge of planning, organizing, programming, and budgeting regulations, guidelines, and processes, and a thorough knowledge of management analysis techniques and methods sufficient to advise and assist Division Chief and provide technical and administrative directions to division members;

-- Expert knowledge of the military organizational structure, administrative policies, procedures, and directives of higher-level management or headquarters sufficient to manage workflow and information continuity; establishes metric and analysis systems; and analyze and balances resource requirements;

--Mastery knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems;

--Expert knowledge of agency missions, programs, goals, and objectives; and programmatic information;

--Knowledge and skill sufficient to design and conduct of comprehensive management studies with extremely broad and difficult parameters;

--Knowledge to identify and propose solutions to organizational management problems that are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate; and--Knowledge in preparing recommendations for change to military programmatic content; thereby, impacting agency manpower resource requirements and the ability to meet the full spectrum of military missions.
