We are hiring a Navy Action Officer – Electromagnetic Spectrum Operations (EMSO) to work in the Pentagon supporting OPNAV N2N6. The position requires the applicant to be TS/SCI eligible and, due to the nature of the role, only U.S. Citizens may be considered.

The candidate shall provide support to the OPNAV Surface Cryptologic & Electronic Warfare Capabilities Branch () within the N2N6W Crypto-Electronic & Cyber Warfare Division.

Support will include assessing programmatic requirements; reviewing EW, cyber operations, TDL, and space policy and strategy; validating sufficient personnel and training requirements; and ensuring all are programmed to an acceptable level.

The applicant will help provide strategic and operational-level support for liaison across all Navy organizations and echelons, other Services, Allies, other Department of Defense (DoD) agencies, and non-DoD Agencies including the US Coast Guard under Department of Homeland Security (DHS). This will require supporting the preparation of cogent PowerPoint presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N2N6 government personnel in identifying, assessing, prioritizing, validating, adjudicating, and programming for Navy and Joint capabilities and requirements.

Role

and Responsibilities
  • Support relevant Navy, Joint, DoD, and/or interagency meetings and working groups that address EMSO and Counter-C5

    ISRT capabilities, including program technical and programmatic exchanges such as program reviews, program planning and implementation reviews, milestone decision meetings, Integrated Product Teams, Special Advisory Boards, and off-sites. Prepare meeting reports or other documentation as a record of discussions and decisions.
  • Support requirements officers in the development, review, editing and routing of correspondence, documents and publications of strategies and concept papers and/or briefs related to EMSO and Counter-C5

    ISRT capabilities.
  • Prepare plans, directives, and administration documents required for the management of EMSO and Counter-C5

    ISRT programs. Support Foreign Military Sales (FMS) considerations where necessary.
  • Conduct reviews, provide analysis, and support staffing of joint initiatives and associated EMSO and Counter-C5

    ISRT documents utilizing the Requirements process. Provide comments and recommendations to ensure Requirement documents meet established DOD, Joint, and Navy C4I requirements.
  • Coordinate across the Navy, other Service, Joint Staff, and other stakeholders with the Navy tasker system to review EMSO and Counter-C5

    ISRT queries, respond to tasks track issues and/or concerns and prepare draft responses in the form of clear and concise briefs, point papers, emails, and memos.
  • Assist Requirement Officers to review, edit and route correspondence, documents and publications of EMSO and Counter-C5

    ISRT acquisition-related documentation, Navy Gate Review documents, and updates to acquisition and related Chairman of the Joint Chiefs of Staff Instructions and Manuals (CJCSI/CJCSM).
  • Assist Requirement Officers to draft and review EMSO and Counter-C5

    ISRT documents, complete comment resolution matrices, final editing, routing, coordination, and/or ensuring documents complete the required compliance checklists.
  • Support OPNAV N2N6 role as Resource Sponsor in all phases of the integrated DOD acquisition, technology, and logistics life cycle management processes.
